H. R. 1599. An act making appropriations for the naval service, for the year ending June 30, 1870;

severally with amendments, in which I am directed to ask the concur rence of the House.

The Senate have also passed bills of the following titles, viz:

S. 811. An act to provide for the reduction of the military forces, and for other purposes;

S. 661. An act for the relief of Lieutenant Colonel John W. Davidson, of the United States army; and

S. 760. An act for the relief of Reverend D. Hillhouse Buel;

in which I am directed to ask the concurrence of the House.

The Senate have disagreed to the concurrent resolution of the House relative to the use of a portion of the Capitol on the 4th of March next for certain unofficial proceedings.

Bills and joint resolutions were further introduced, read a first and second time, and referred as follows, viz:

By Mr. Garfield: A bill (H. R. 1831) to authorize the Secretary of War to place at the disposal of the National Lincoln Monument Association at Springfield, Illinois, damaged and captured ordnance, to the Committee on Military Affairs and ordered to be printed.

By Mr. Mullins: A joint resolution of the legislature of the State of Wisconsin, relative to the Fox and Wisconsin rivers, to the Committee on Roads and Canals.

By Mr. Orth: A joint resolution of the State of Indiana, relative to the harbor of Michigan City, to the Committee on Commerce.

By Mr. Shanks: A joint resolution (H. Res. 429) directing the Secretary of the Navy to deliver possession and title, without cost, to the Greek government, through its accredited minister to this government, of the two monitors Miantonomoh and Agamenticus, in the condition and where they now lie in harbor, and to be without further cost to the United States, to the Committee on Naval Affairs.

By Mr. Coburn: A bill (H. R. 1832) for the relief of William S. Mitchell, to the Committee on Appropriations.

By Mr. Judd: A bill (H. R. 1833) to regulate the method of converting gold into currency, and for other purposes, to the Committee on Banking and Currency and ordered to be printed.

By Mr. Harding: A bill (H. R. 1834) for the relief of Lieutenant Thomas Paul, late of the 11th Illinois cavalry, to the Committee on Military Affairs.

By Mr. Benjamin: Concurrent resolutions of the legislature of the State of Missouri, on the subject of the Central Pacific railroad, to the Committee on the Pacific Railroad.

By Mr. Driggs: A bill (H. R. 1835) to promote the celerity of the postal service, to the Committee on the Post Office and Post Roads; Also, a bill (H. R. 1836) granting the right of way through the lands of the United States for the construction of a railroad from the shore of Green bay to the iron mines in the county of Menomonee, in the State of Michigan, and aid in the construction thereof, to the Committee on the Public Lands;

Also, a bill (H. R. 1837) to enable the Jackson, Lansing and Saginaw Railroad Company to change the northern terminus of its road, and to extend the same to Marquette, in the State of Michigan, to the same committee and ordered to be printed;

Also, a joint resolution (H. Res. 430) confirming the location and purchase of certain lands in the State of Michigan, to the same committee; Also, a joint resolution (H. Res. 431) concerning certain lands granted

to the State of Michigan, to aid in the construction of certain wagon roads, to the same committee.

By Mr. Loughridge: A bill (H. R. 1838) for the relief of William F. Scott, late adjutant 4th Iowa cavalry volunteers, to the Committee on Military Affairs.

By Mr. James F. Wilson: A bill (H. R. 1839) to increase the number of justices of the supreme court of the District of Columbia, and for other purposes, to the Committee on the Judiciary and ordered to be printed.

By Mr. Cobb: A memorial of the legislature of the State of Wisconsin, on the improvement of the navigation of the Fox and Wisconsin rivers; which was laid on the table and ordered to be printed.

By Mr. Higby: A bill (H. R. 1840) granting aid in the construction of the San Diego and Gila Southern Pacific and Atlantic railroad from the harbor of San Diego to the Colorado river, near Fort Yuma, California, to the Committee on the Pacific Railroad';

Also, a bill (H. R. 1841) to relinquish the interest of the United States in certain lands to the city and county of San Francisco, to the Committee on Military Affairs.

By Mr. Donnelly: A bill (H. R. 1842) to secure the navigation of the Mississippi river above the falls of Saint Anthony, to the Committee on Commerce and ordered to be printed.

By Mr. Chester D. Hubbard: A bill (H. R. 1843) granting a pension to Mrs. Jane Gilbert, to the Committee on Invalid Pensions.

By Mr. Clever: A bill (H. R. 1844) to establish certain post offices and post routes in the Territory of New Mexico, to the Committee on the Post Office and Post Roads.

By Mr. Flanders: A bill (H. R. 1845) to incorporate the Columbia River Railroad Company, to the Committee on the Public Lands and ordered to be printed.

By Mr. Tift: A bill (H. R. 1846) in amendment to the Denver Pacific Railway and Telegraph Company, providing for the Southern Atlantic, Gulf and Pacific railway, and for other purposes, to the Committee on the Public Lands and ordered to be printed.

By Mr. Logan: A joint resolution (H. Res. 432) for the relief of Charles W. McCord and George C. Bestor, to the Committee of Claims.

Also, a bill (H. R. 1847) amendatory of the bankrupt law, to the Committee on the Revision of the Laws.

By Mr. Ingersoll: A bill (H. R. 1848) supplementary to an act entitled "An act to provide a national currency secured by pledge of United States bonds, and to provide for the circulation and redemption thereof," approved June 3, 1864, and for other purposes, to the Committee of Ways and Means and ordered to be printed.

By Mr. Blackburn: A bill (H. R. 1849) granting a pension to Lucy Brown, widow of William Brown, deceased, to the Committee on Invalid Pensions.

By Mr. Elliott: A bill (H. R. 1850) granting to the State of Arkansas, public lands in alternate sections, to aid in the construction of the Mississippi, Ouachita and Red River railroad, from Eunice on the Mississippi river, via Monticello, Warren, Camden and Fulton, in the State of Arkansas, to the Committee on the Public Lands and ordered to be printed.

By Mr. Van Aernam: A bill (H. R. 1851) defining the nature and extent of the duties and powers of the coroner of the county of Washington in the District of Columbia, and prescribing his fees and the manner of their collection, to the Committee for the District of Columbia.

By Mr. Myers: A bill (H. R. 1852) to appropriate $200,000 towards fitting up League island as a naval station, to the Committee on Appropriations.

All the States and Territories having been called for bills on leave, the Speaker next proceeded to call for resolutions;

When,

Mr. Kerr, on leave, introduced a joint resolution (H. Res. 433) allowing additional compensation to certain persons in the civil service of the government at Washington, D. C.; which was read a first and second time.

Pending the question on its engrossment,

Mr. Kerr moved the previous question.

Pending which,

Mr. Mullins moved that the resolution be laid on the table.

The Speaker announced as the business next in order the motion submitted by Mr. Scofield, and pending when the House adjourned on Saturday last, to lay upon the table the motion to reconsider the vote by which the resolution submitted by Mr. Ross was agreed to.

So the motion to reconsider was laid on the table.

On motion of Mr. Ellihu B. Washburne, by unanimous consent, the bill of the House (H. R. 1599) making appropriations for the naval service, &c., with the amendments of the Senate thereto, was taken up and referred to the Committee on Appropriations.

On motion of Mr. Ellihu B. Washburne, by unanimous consent, the bills of the House numbered 1564 and 1596 (invalid and other pensions and Military Academy) with the amendments of the Senate thereto were severally taken up and the said amendments concurred in.

Ordered, That the Clerk acquaint the Senate therewith.

On motion of Mr. Ellihu B. Washburne, the rules having been suspended for that purpose, the Committee of the Whole House on the state of the Union were discharged from the further consideration of the bill of the House (H. R. 1809) making appropriations for the payment of salaries and contingent expenses of the Patent Office for January and February, 1869, and the House proceeded to its consideration.

Ordered, That it be engrossed and read a third time.

Being engrossed, it was accordingly read the third time and passed. Mr. Washburne moved that the vote last taken be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Ordered, That the Clerk request the concurrence of the Senate in the said bill.

Mr. Dawes, from the Select Committee on Alleged Election Frauds in New York, reported the following resolution, viz:

Resolved, That the Select Committee on Election Frauds in the State of New York be authorized to employ such additional clerical force as in their judgment shall be deemed necessary, at such compensation as is now paid for like service.

The same having been read,
