By Mr. Laflin: The memorial of citizens of the State of New York, remonstrating against the duty on imported steel.

By Mr. Mullins: The petition of John Bridges, a soldier of the war of 1812, praying for a pension; which was referred to the Committee on Revolutionary Pensions.

By Mr. Banks: The memorial of the owners of the steamer Meteor, praying indemnity for losses sustained by them in the detention of the said steamer by the United States authorities; which was referred to the Committee on Foreign Affairs.

By Mr. Driggs: The petition of citizens of the State of Michigan, praying for a further grant of land to the Sturgeon Bay canal; which was referred to the Committee on the Public Lands.

The Speaker, by unanimous consent, laid before the House a letter from the Secretary of the Navy, transmitting, in compliance with the resolu tion of the House of the 2d instant, correspondence relative to the Paraguayan difficulties; which was referred to the Committee on Foreign Affairs and ordered to be printed.

The Speaker having announced, as the business first in order, the resolutions submitted by Mr. Benjamin F. Butler, and pending when the House adjourned yesterday, in regard to the counting of electoral votes, by unanimous consent, named Mr. Dawes to perform the duties of the Chair pending their consideration.

By unanimous consent, the House concurred in the resolution of the Senate providing for the appointment of a joint committee to wait on the President and Vice-President elect of the United States, and to notify them of their election, and the Speaker pro tempore appointed Mr. James F. Wilson and Mr. Pruyn the said committee on the part of the House.

Ordered, That the Clerk acquaint the Senate therewith.

A message from the Senate, by Mr. Hamlin, one of their clerks: Mr. Speaker: The Senate have passsed a bill of the House of the fol lowing title, viz:

H. R. 1812. An act to allow deputy collectors and assistant assessors of internal revenue, acting as collectors or assessors, the pay of collectors and assessors;

with an amendment, in which I am directed to ask the concurrence of the House.

The Senate have also passed a joint resolution and bills of the fol lowing titles, viz:

S. R. 219. Joint resolution giving the assent of the United States to the construction of the Newport and Cincinnati bridge;

S. 264. An act for the relief of Henry C. Noyes;

S. 753. An act to provide for the execution of judgments in capital cases; and

S. 891. An act for the relief of George Fowler, and the estate of DeGrasse Fowler, deceased, or their assigns;

in which I am directed to ask the concurrence of the House.

By unanimous consent, leave of absence was granted to Mr. Hill until Monday night next.

The House then proceeded to the consideration of the resolutions

submitted by Mr. Benjamin F. Butler, the pending question, when the House adjourned yesterday, being on agreeing thereto.

After debate,

Mr. Benjamin F. Butler modified the said resolutions so as to read as follows, viz:

Resolved, That the House protests against the manner of procedure, and the orders of the President of the Senate pro tempore, in presence of the two houses, in counting the vote of Georgia in obedience to the order of the Senate only, and against his acts dissolving the convention of the two houses at his own will as an invasion of the rights and privileges of this house.

Resolved, That the above resolution be, and hereby is, referred to a select committee of five, with leave to report at any time, and report by bill or otherwise.

Transmitting the account of the expenses of the national armory, at Springfield; which was referred to the Committee on Appropriations and ordered to be printed.

V. Transmitting list of contracts made by the engineer department during the year 1868; which was laid on the table and ordered to be printed.

Mr. Loan, by unanimous consent, from the Committee on Revolutionary Pensions, to which was referred the bill of the House (H. R. 1903) granting a pension to Charles Mains, of Tennessee, reported the same without amendment, accompanied by a report in writing thereon.

Ordered That the said bill be engrossed and read a third time. Being engrossed, it was accordingly read the third time and passed. Ordered, That the Clerk request the concurrence of the Senate therein. On motion of Mr. James M. Ashley, by unanimous consent, Ordered, That an amendment proposed to be submitted by him to the joint resolution of the House No. 402, be printed.

Mr. Miller, from the Committee on Invalid Pensions, reported bills of the following titles, viz:

H. R. 1917. A bill granting a pension to Charlotte Webster, widow of Timothy Webster, deceased;

H. R. 1918. A bill to increase the pension of William H. Johnson; accompanied by reports in writing thereon; which bills were severally read a first and second time.

Being engrossed, they were accordingly read the third time and passed.

Ordered, That the Clerk request the concurrence of the Senate therein. Mr. Miller, from the same committee, to which was referred the bill of the Senate (S. 457) granting a pension to Elizabeth J. Miller, widow of General John Miller, reported the same without amendment. Ordered, That the said bill be read a third time.

It was accordingly read the third time and passed.

On motion of Mr. Miller, the Committee on Invalid Pensions were discharged from the further consideration of the bill of the Senate (S. 423) granting a pension to James Jackson; the bill of the House (H. R. 634) granting a pension to Walter H. Zimber and John P. McElroy; the petition of Sarah Briggs, and the petition of Marshall N. Snodgrass; and the same were laid on the table.

Mr. Miller, from the same committee, reported bills of the following titles, viz:

H. R. 1919. A bill granting back pension to Edmund W. Wendell, of Wilkesbarre, Pennsylvania;

H. R. 1920. A bill granting a pension to Katharine Dreger, widow of Sylvester Dreger, deceased, late private of company H, of the 10th regiment of Minnesota volunteers;

accompanied by reports in writing thereon; which bills were severally read a first and second time.

Ordered, That they be engrossed and read a third time.

Mr. Miller, from the same committee, made an adverse report upon the petition of various citizens of Ripley county, Indiana, in favor of a pension to Francis Horseley, widow of Richard Horseley.

On motion of Mr. Holman,

Ordered, That the same be recommitted to the said committee.

On motion of Mr. Miller, the same committee were discharged from the further consideration of the bill of the House (H. R. 1036) to amend the 6th section of the act of July 4, 1864, on the subject of pensions, so as to authorize pensions to be granted from the date of discharge or death of the soldier; the bill of the House (H. R. 689) for the relief of Mary J. Stone, of Jackson county, Tennessee; and the petition of Arthur W. Irving; and the bill of the House (H. R. 1440) for the relief of William Wagner; and the same were laid on the table.

Mr. Miller, from the same committee, reported bills of the following titles, viz:

H. R. 1921. A bill granting a pension to Catharine O'Connors, widow of Timothy O'Connors, deceased, late private company C, of the 33d regiment Massachusetts volunteers;

On motion of Mr. Miller, the Committee on Invalid Pensions were discharged from the further consideration of the bill of the House (H. R. 1736) for the relief of Malinda Harman, and the same was referred to the Committee on Military Affairs; also, from the petitions of John Mills, and Mary E. Stone, widow of Richard F. Stone, and that the same be laid on the table; also, from the petition of Mary Aurand, widow of Joseph R. Aurand, and that leave be granted for the withdrawal of the same from the files of the House.

Mr. Miller, from the same committee, to which was referred the bill of the House (H. R. 596) granting a pension to Mary A. Davis, widow of William P. Davis, a private in the 18th regiment of Indiana volunteers, in the war of 1861, reported the same with a recommendation that it do not pass, accompanied by a report in writing thereon. Pending the question on the engrossment of the said bill,
