the President of the United States shall communicate to Congress, at the commencement of erery December session, the names of the agents so appointed, and the amount paid to each, together with the reports of such agents.'

"That the House recede from their disagreement to the amendment of the Senate numbered 1, and agree to the same with an amendment, as follows: strike out all of said Senate amendment, and insert in lieu thereof as follows:

"Provided, That instead of a minister resident accredited as heretofore, a commissioner shall be sent to the governments of Honduras, San Salvador, Nicaragua, and Costa Rica, in Central America, and to the governments of Ecuador, Bolivia, Peru, and Uruguay, in South America, at a salary not exceeding $3000 a year each.

Mr. Banks moved that the vote last taken be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

On motion of Mr. Banks,

Ordered, That the House further insist upon their disagreement to the amendments of the Senate to the said bill, and ask a further conference with the Senate on the disagreeing votes of the two houses thereon.

Ordered, That Mr. Orth, Mr. Scofield, and Mr. Axtell, be the managers at the said conference on the part of the House.

By unanimous consent, leave of absence for two days was granted to Mr. Cake.

S. R. 211. Joint resolution for setting apart a portion of the Fort Snelling military reservation for a permanent post and the settlement of all claims in relation thereto;

S. R. 230. Joint resolution authorizing the erection of brick buildings for military purposes at Fort Totten, in Dakota Territory;

S. R. 201. Joint resolution to drop from the rolls of the army officers absent without leave;

S. 877. An act to remove the charge of desertion from certain soldiers of the 24 North Carolina mounted infantry;

S. 959. An act to repeal the second section of the act making appropriations for the support of the army for the year ending June 30, 1868, and for other purposes, approved March 2, 1867;

Mr. Boutwell, from the committee of conference on the disagreeing votes of the two houses on the joint resolution of the Senate (S. R. 8) proposing an amendment to the Constitution of the United States submitted the following report, viz:

"The committee of conference on the disagreeing votes of the two houses on the joint resolution (S. R. 8) proposing an amendment to the Constitution of the United States having met, after full and free conference, have agreed to recommend and do recommend to their respective houses as follows:

The Senate have also passed a joint resolution of the following title, viz: S. R. 238. Joint resolution extending the time for the completion of the first twenty miles of the Cairo and Fulton railroad;

in which I am directed to ask the concurrence of the House.

On motion of Mr. Benjamin F. Butler, by unanimous consent, the Committee of the Whole House on the state of the Union were discharged from the further consideration of the bill of the House (H. R. 1672) making appropriations for the legislative, executive, and judicial expenses of the government for the year ending June 30, 1870, with the amendments thereto, and the House proceeded to its consideration.

Mr. Poland and Mr. Holman severally submitted additional amendments thereto, and Mr. O'Neil submitted an amendment to the amendment of Mr. Poland;

On motion of Mr. Benjamin F. Butler, the rules having been suspended for that purpose, leave was granted to him to occupy the hour of debate to which he is entitled in debating the pending amendments.

The amendments numbered 1, 2, 3, and 4 were then severally read and agreed to.

The 5th amendment having been read as follows, viz:

Strike out the following proviso:

"Provided, That no judgment of said court for any sum exceeding $5,000 shall be paid unless the same shall be confirmed by Congress," and in lieu thereof insert the following: "Provided, That no judgment of said court for any sum exceeding $5,000 shall be paid out of this appropriation unless the same shall be confirmed by Congress." The question was put, Will the House agree thereto?
