slides have also been prepared, but these are not in as great a demand as the moving picture films.

Fifteen large panels, each illustrating through colored photographs and sketches, standards for employment in industry, have been prepared for exhibition purposes. Similar subjects are illustrated in a series of six miniature theatres containing cardboard models. There is also a large exhibit for use at conventions and other large gatherings which shows the importance of wage earning women in industry and illustrates the need for reasonable hours of work and a living wage.

The moving picture films, slides, panels, and other exhibits are loaned to persons and organizations desiring them, free of charge, except that the cost of transportation is paid by the borrowers.

Other exhibit material which is prepared by the bureau and distributed free of charge, in such numbers as may be needed are: A large poster in three colors, entitled "When Women Work"; a poster in black and white, entitled "America Will Be as Strong as Her Women"; six small colored maps and ten charts for distribution, and six large colored maps for display, showing the status of the several states with regard to legislation affecting women; and large colored charts. showing the occupational distribution of women and hours and wages in states surveyed by the Women's Bureau.

CHAPTER III

ORGANIZATION

The Women's Bureau has been organized into five divisions, each of which is directly under the supervision of the Director. They are:

Office of the Director

Division of Investigations

Division of Research

Division of Statistics

Division of Reports and Exhibits

Office of the Director. The Director exercises general supervision over all the work of the bureau, and is responsible to the Secretary of Labor for the carrying out of the provisions of the organic act. All the work of the bureau is planned and directed in the office of the Director, including the correspondence and the business and general administrative activities, the latter being under the immediate charge of the Chief Clerk.

The personnel of this office consists of the Director, Assistant Director, the Chief Clerk, the Secretary to the Director, a Correspondence Clerk, a Personnel Clerk, two Stenographers, a File Clerk and a Messenger.

Division of Investigations. The Division of Investigations conducts all the original investigations of the bureau, the greater part of its work being done in the field.

The personnel consists of an Industrial Supervisor, an Industrial Assistant, six Special Agents, and a Clerk.

Division of Research. The duty of the Research Division is to search out existing material relating to various investigations and studies undertaken by the bureau that may be used in its reports and recommendations or that may be needed to answer the inquiries made by organizations and individuals throughout the country. It keeps track of legislative enactments, and prepares and keeps up to date maps and charts showing state legislation for women workers; it classifies and indexes reference material in the office of the bureau, and prepares a monthly news-letter setting forth the activities in the various states and foreign countries which concern women workers.

The personnel consists of a Research Assistant, two Industrial Research Clerks and a Law Clerk.

Division of Statistics. The Division of Statistics compiles all the statistical data from the field agents' schedules and from other sources that are incorporated in the publications and in the files of the bureau.

The personnel consists of a Statistician, four Statistical Clerks, a Clerk-typist and three Clerk Operatives. Division of Reports and Exhibits. The Division of Reports and Exhibits prepares and edits the bulletins and all the other publications of the bureau, except the news-letters. In this division all the original and other data obtained by the bureau, both by the field and the office force, are shaped up and prepared for publication. The division also has charge of the preparation and circulation of the moving picture films, stereoptican slides, illustrative panels, and other educational exhibits of the bureau.

The personnel consists of an Editor in charge, three Assistant Editors and two Clerks.

The Outlines of Organization in this series of monographs have for their purpose to make known in detail the organization and personnel possessed by the several services of the national government to which they relate. They have been prepared in accordance with the plan followed by the President's Commission on Economy and Efficiency in the preparation of its outlines of the organization of the United States government.' They differ from those outlines, however, in that whereas the Commission's report showed only organization units, the presentation herein has been carried far enough to show the personnel embraced in each organization unit. These outlines are of value not merely as an effective means of making known the organization of the several services. If kept revised to date by the services, they constitute exceedingly important tools of administration. They permit the directing personnel to see at a glance the organization and personnel at their disposition. They establish definitely the line of administrative authority and enable each employee to know his place in the system. They furnish the essential basis for making plans for determining costs by organization division and subdivision. They afford the data for a consideration of the problem of classifying and standardizing personnel and compensation. Collectively, they make it possible to determine the number and location of organization divisions of any particular kind as, for example, laboratories, libraries blueprint rooms, or any other kind of plant possessed by the national government, to what services they are attached and where they are located, or to determine what services are maintaining stations at any city or point in the United States. The Institute hopes that upon the completion of the present series, it will be able to prepare a complete classified statement of the technical and other facilities at the disposal of the government. The present monographs will then furnish the details regarding the organization, equipment, and work of the institutions so listed and classified.
