The act exempting cotton from internal tax was approved February 3, 1868, and the act to exempt certain manufactures from internal taxes was approved March 31, 1868. The total expense of collecting Internal Revenue, including stamps and all contingencies, for the year ending June 30, 1866, was $7,689,700 46; for 1867, $7,712,089 02. The expenses of the next fiscal year (ending June 30, 1869) are estimated at $3,200,000.
