The question then recurring on the motion of Mr. Phelps,
Mr. Grow demanded a division of the question thereon.

When

Mr. Phelps moved the previous question; which was seconded and the main question ordered, and, under the operation thereof, the first branch of the said motion was agreed to.

The second and remaining branch was then read, as follows, viz: Strike out "SEC. 3. And be it further enacted, That interest, at the rate of six per cent. per annum, to commence one month after the expiration of the quarter in which the service was rendered, to the

date of the approval of this act, shall be paid on all sums found due to the contractors for carrying the mail; and that a sum sufficient to pay the same be, and is hereby, appropriated out of any money in the treasury not otherwise appropriated.

Mr. Phelps moved the previous question; which was seconded and the main question ordered, and under the operation thereof the bill was passed.

Mr. Phelps moved that the vote last taken be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Ordered, That the Clerk request the concurrence of the Senate in the said bill.

A message in writing was received from the President of the United States by James Buchanan, jr., his private secretary; which was handed in at the Speaker's table.

A message from the Senate by Mr. Dickins, their secretary:

Mr. Speaker: The Senate have adopted a resolution providing for the appointment of a committee, to join such committee as may be appointed by the House of Representatives, to wait on the President of the United States, and inform him that a quorum of each house has assembled, and that Congress is ready to receive any communication he may be pleased to make; and have appointed Mr. Slidell, Mr. Foot, and Mr. Thomson the said committee on the part of the Senate.

Mr. Sherman moved that the House proceed to vote viva voce in the election of a Doorkeeper.
