A message was received from the President of the United States, by J. Buchanan, jr., his private secretary, notifying the House that he did this day approve and sign a resolution of the following title,

viz:

H. Res. 8. Joint resolution making an appropriation for inaugurating the equestrian statue of Washington.

Notices were given, under the rule of motions, for leave to introduce bills, as follows, viz:

By Mr. Scott: A bill for the extension of the pre-emption privilege in the State of California.

By Mr. Whiteley: A bill for the construction of a mole or pier upon the shore of the Delaware bay, opposite the breakwater;

Also, a bill to complete the Delaware breakwater.

By Mr. Parrott. A bill to establish a branch mint of the United States at Leavenworth, in the Territory of Kansas.

Mr. Vallandigham, by unanimous consent, submitted the following resolution; which was read, considered, and agreed to, viz:

Resolved, That the Committee on Public Lands be instructed to inquire into the causes of the great delay in issuing patents for lands sold or located under the several bounty land laws, and to report such measures as may be necessary to remedy the evil.

Mr. McClernand moved, at 2 o'clock and 45 minutes p. m., that the House adjourn; which motion was disagreed to.

On motion of Mr. Sherman, the House resolved itself into the Committee of the Whole House on the state of the Union; and after some time spent therein, the Speaker resumed the chair, and Mr. Ellihu B. Washburne reported that the committee having, according to order, had the state of the Union generally under consideration, and particularly bills of the following titles, viz: H. R. 3. A bill making appropriations for the payment of invalid and other pensions of the United States for the year ending the 30th June, 1861; and H. R. 5. A bill making appropriations for the support of the Military Academy for the year ending the 30th of June, 1861; and the annual message of the President of the United States, had directed him to report the said bills severally without amendment, and that the committee had come to no resolution on the said message.

On motion of Mr. Ellihu B. Washburne, by unanimous consent, The previous question was seconded and the main question ordered to be put on the said bills, (H. R. 3 and 5.)

Mr. Logan, by unanimous consent; introduced bills of the following titles, viz:

H. R. 222. A bill for the relief of Samuel F. Harrison; and
H. R. 223. A bill for the relief of William McCormick;

which were severally read a first and second time, and referred as follows, viz:

H. R. 222, to the Committee on Military Affairs.

H. R. 223, to the Committee on the Post Office and Post Roads. Mr. Gartrell, by unanimous consent, introduced a bill (H. R. 224) for the relief W. Y. Hansell, the heirs of W. H. Underwood, and the representatives of Samuel Rockwell; which was read a first and second time, and referred to the Committee on Indian Affairs.

Mr. Aldrich, by unanimous consent, introduced a bill (H. R. 225) for the relief of Eben S. Hanscomb; which was read a first and second time, and referred to the Committee on Public Lands.

The following petitions, memorials, and other papers, were laid upon the Clerk's table, under the 24th rule of the House, to wit: By Mr. Humphrey: The petition of citizens of Brooklyn, in the State of New York-heretofore referred February 19, 1858.

By Mr. Hooper: The petition of citizens of the Territory of Utah, praying the establishment of a mail-route from Springville to Manti. By Mr. Ely: The memorial of Henry O'Reilly, praying for a gene ral law to facilitate communication between the Atlantic and Pacific States, by giving right of way to all telegraphers across the public domain.

By Mr. Hamilton: The petition of citizens of the State of Texas, asking the establishment of a mail-route from Austin to El Paso.

By Mr. Pettit: The petition of citizens of the Territory of Kansas, praying the establishment of a mail-route from Tarryall to St. Joseph. By Mr. Parrott: The petition of citizens of the Territory of Kansas, for a mail-route from Fort Riley to Gatesville.

Ordered, That the said petitions and memorial be referred to the Committee on the Post Office and Post Roads.

By Mr. Thayer: The memorial of B. H. Kinney, asking for encour agement in the work of constructing a national monument in honor of Lafayette and other French officers, friends, and allies in the war of the revolution; which was referred to the Committee on the Library. By Mr. John Cochrane: The petition of citizens and merchants of New York-heretofore referred February 16, 1857.

By Mr. Millson: The memorial of citizens of the State of Virginia, praying an appropriation for the improvement of the waters between Albemarle sound and the Chesapeake bay.

By Mr. McRae: The petition of Charles Bollman-heretofore referred March 29, 1854.

By Mr. Spaulding: Four petitions of citizens of the States of Michigan, Ohio, Minnesota, and New York, for a harbor of refuge on the east side of Lake Michigan.
