Ordered, That the said petition and memorial be referred to the Committee on Military Affairs.

Mr. Aldrich gave notice, under the rule, of his intention to move for leave to introduce a bill to establish an Indian agency in the Territory of Jefferson.

The Speaker, by unanimous consent, laid before the House executive communications, as follows, viz:

I. A letter from the Secretary of the Navy, transmitting a statement of the pay and allowances of the officers of the navy and marine corps for the year 1859; which was laid on the table, and ordered to be printed.

II. A letter from the Secretary of the Navy, transmitting copies of the Navy Register; which was laid on the table, and ordered to be printed.

Mr. Love, by unanimous consent, submitted the following preamble and resolution; which were read, considered, and agreed to, viz:

Whereas, in the recent settlement of the boundary question between the States of Georgia and Florida, a line has been run and doubtless will be adopted and affirmed by the two States, which line cuts off a portion of the State of Georgia, and many persons who have heretofore been considered citizens of said State of Georgia, and who hold Georgia titles to the lands so cut off into the State of Florida; and whereas it is not only important to these two States that this vexed question should be definitely and finally settled, but to the United States government also: Therefore

Resolved, That the Committee on Public Lands be, and they are hereby, instructed to consider the expediency of reporting a bill ceding and yielding any claim that the government of the United States may have to lands on either side of said line to all whose titles were good before said line was run.

Mr. Crawford, by unanimous consent, presented joint resolutions of the State of Georgia, as follows, viz:

1. Relative to the branch mint at Dahlonega; which were referred to the Committee of Ways and Means;

2. Relative to certain mail-routes; and

3. Relative to general mail facilities;

which were referred to the Committee on the Post Office and Post Roads.

Mr. Cox, by unanimous consent, from the Committee on Revolu tionary Claims, to whom was referred the petition of the heirs of John Paulding, David Williams, Isaac Van Wert, and Sergeant John Champe, reported a bill (H. R. 278) for their relief, accompanied by a report in writing thereon; which bill was read a first and second time, committed to a Committee of the Whole House, made the order of the day for to-morrow, and the bill and report ordered to be printed. The Speaker having announced as the regular order of business the bill of the House (H. R. 19) to amend an act entitled "An act to regulate the carriage of passengers in steamships and other vessels," ap

proved March 3, 1855, for the better protection of female passengers, and other purposes, heretofore reported from the Committee on Commerce; the pending question being on the motion of Mr. John Cochrane to recommit the same

Mr. John Cochrane withdrew his motion to recommit.

The question then being on the engrossment of the bill,

Mr. John Cochrane submitted an amendment thereto.
Pending which,

Mr. John Cochrane moved the previous question; which was seconded and the main question ordered, and under the operation thereof the said amendment was agreed to, and the bill as amended ordered. to be engrossed and read a third time.

Being engrossed, it was accordingly read the third time and passed. Ordered, That the Clerk request the concurrence of the Senate therein.

Mr. John Cochrane moved that the vote by which the said bill was passed be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

The Speaker having resumed the call of the committees for reports, Mr. John Cochrane, from the Committee on Commerce, to whom was referred the bill of the House (H. R. 21) for the simplification and codification of the existing revenue laws of the United States, and for other purposes, reported the same without amendment.

On motion of Mr. John Cochrane, by unanimous consent, Ordered, That the said bill be printed, and that its further consideration be postponed until the first Tuesday of April next, after the expiration of the morning hour.

Mr. John Cochrane moved that 500 copies extra of the said bill be printed; which motion was referred to the Committee on Printing. Mr. John Cochrane, from the Committee on Commerce, to whom were referred bills of the House of the following titles, viz:

H. R. 143. A bill for the erection of a marine hospital at Apalachicola, Florida; and

H. R. 144. A bill for the erection of a custom-house, court-house, and post office, at Apalachicola, Florida;

reported the same severally with a recommendation that they do not pass, accompanied by adverse reports in writing thereon.

Ordered, That the said bills be laid on the table, and that the reports be printed.

Mr. Ellihu B. Washburne, from the same committee, reported a joint resolution (H. Res. 11) providing for the manner of expending the balance of an appropriation for repairing the works and piers in order to preserve and secure the light-house at Chicago, Illinois;" which was read a first and second time.

Pending the question on its engrossment,

Mr. Ellihu B. Washburne moved the previous question; which was seconded and the main question ordered, and under the operation thereof the said resolution was ordered to be engrossed and read a third time.

Being engrossed, it was accordingly read the third time and passed.

On motion of Mr. John G. Davis,

Ordered, That the Committee on Public Lands be discharged from the further consideration of memorials of the legislative assembly of Nebraska Territory, asking a grant of lands for the "Orphans' Home," the "Widows' Home," and the "sick and infirm;" asking a grant of land to aid in testing the navigability of the Platte river; and rela tive to the school lands in the Indian reservation in Richardson county, in said Territory; and also the petition of the commissioner of common schools in said Territory, and that the same be laid on the table.

Mr. John G. Davis, from the same committee, reported a bill (H. R. 279) providing for satisfying claims for bounty lands, and for other purposes; which was read a first and second time.

Ordered, That the said bill be engrossed and read a third time. Being engrossed, it was accordingly read the third time and passed. Ordered, That the Clerk request the concurrence of the Senate therein.

Mr. John G. Davis moved that the vote by which the said bill was passed be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Mr. Lovejoy, from the same committee, reported a bill (H. R. 280) to secure homesteads to actual settlers on the public domain; which was read a first and second time, committed to the Committee of the Whole House on the state of the Union, and printed.

Mr. Lovejoy moved a reconsideration of the vote by which the said bill was committed.

Pending which,

Mr. Branch moved that the motion to reconsider be laid on the

table.

And the question being put on the latter motion,
