CHAPTER 84.

AN ACT to repeal chapter 174 of the general laws of 1965, enti tled an act to aid the St. Croix and Lake Superior railroad com pany.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. Chapter one hundred and seventy-four of the general laws of 1865, approved March 20, 1865, entitled "an act to aid the St. Croix and Lake Superior railroad company, in re-affirming the grant of land by act of congress, approved June 3, 1865, and other pur poses," is hereby repealed.

SECTION 2. This act shall take effect and be in force from and after its passage. Approved March 5, 1869.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. Every person removing ice, or causing fences around it to be removed from any stream, pond or lake, who shall neglect to place around the margin of the opening made by such removal, such fences of brush or boards or other material as may be sufficient to warn passen gers of the existence and boundaries of such opening, are hereby declared guilty of a misdemeanor, and shall, on conviction thereof, be punished by a fine of not less than twenty nor more than one hundred dollars, or by imprisonment in the county jail for not less than thirty days nor more than six months.

SECTION 2. This act shall be in force from and after

its publication.

AN ACT to amend chapter 31 of the general laws of 1868, entitled

an act in relation to county supervisors in counties containing less than three towns."

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. Chapter 31 of the general laws of 1868, Amended. entitled "an act in relation to county supervisors in counties containing less than three towns," is hereby amended by adding after section 3, the following, viz: "Section 4. The boards of supervisors elected under the provisions of this act, shall, at their first meeting in January, choose by ballot, one of their number as chairman of the board for one year,' and that section 4 is hereby changed to section 5, and section 5 is hereby changed to section 6.

SECTION 2. This act shall take effect and be in force from and after its passage and publication. Approved March 5, 1869.

CHAPTER 87.

AN ACT to amend section one of chapter 114 of the general laws of 1866, entitled "an act to reorganize aud enlarge the university of Wisconsin, and to authorize the county of Dane to issue bonds in aid thereof."

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. Section one of chapter 114 of the gen eral laws of 1866, entitled "an act to reorganize and enlarge the university of Wisconsin, and to authorize the county of Dane to issue bonds in aid thereof," is hereby amended so as to read as follows: "Section Objects of uni- 1. The object of the university of Wisconsin shall be versity, and di- to provide the means of acquiring a thorough knowl edge of the various branches of learning connected with the scientific, industrial and professional pursuits, and to this end it shall consist of the following colleges or departmens, to-wit: 1st. SECTION 2. All acts or parts of acts, so far as the same conflict with the provisions of this act are hereby repealed.

SECTION 3. This act shall take effect from and after its passage.

CHAPTER 88.

AN ACT authorizing towns containing villages not incorporated, to provide a lock-up or place of confinement for the safe keeping and detention of drunken and other disorderly persons on the streets of any such villages not incorporated.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. Any town containing any village not May restrain incorporated, may enact such regulations as may be drunkenness. necessary to restrain all disorderly conduct within the villages arising from drunkenness or otherwise.

CHAPTER 89.

AN ACT to amend section 3 of chapter 95 of the general laws of the year 1868, entitled "an act to require railroad companies securing grants of land from the general government, to locate their roads and select their lands within a certain time specified."

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. Section three of chapter 95 of the general laws of 1868, is hereby amended so as to read as follows: Any railroad company violating or neglectlect to complying to comply with the provisions of this act, shall forfeit the grant of land enuring to such company, and such land shall forthwith revert to the state, and the charter of such company become forfeited: provided, however, that in case of any of the selections made in good faith and pursuance of law by the companies shall be rejected by the commissioners of the general land office, said companies shall have such further time as may be absolutely necessary to select the remaining amount of lands they may be entitled to in lieu of such rejections: provided, that the provisions of this act shall not apply to the lands of the Sugar river valley railroad company, nor to the lands of the Portage and Superior and Winnebago and Superior and La Crosse and Milwaukee railroad companies, nor to the lands of the West Wisconsin railroad co nj:1

SECTION 2. This act shall take effect and be in force from and after its passage and publication.
