[House Bill No. 934.]

CHAPTER 284.

An Act creating a Bridge District to maintain the Highway
Bridge over the Connecticut River between the Towns
of Middletown and Portland.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. For the purpose of reimbursing the county of Middlesex for expenses incurred for the maintenance of the bridge across the Connecticut river between Middletown and Portland, and the approaches and appurtenances thereof, under the provisions of chapter 258 of the public acts of 1907, the state shall, quarterly, on the last day of March, June, September, and December in each year, pay to the county commissioners of said county the sum of three thousand two hundred and fifty dollars, and the towns of Middletown, Cromwell, Portland, and Chatham shall annually pay to said county commissioners such additional amount as may be necessary to meet the entire cost of maintenance of said bridge and the approaches and appurtenances thereof, in proportion to the respective grand lists of said towns as fixed by the state board of equalization for the current year.

SEC. 2. So much of chapter 258 of the public acts of 1907 as is inconsistent herewith is hereby repealed.

SEC. 3. This act shall take effect October 1, 1911.

Salary of clerk of shell-fisheries.

CHAPTER 285.

An Act amending an Act concerning the Salary of the
Clerk of Shell-Fisheries.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. From and after the passage of this act, the clerk of shell-fisheries shall receive an annual salary of sixteen hundred dollars.

CHAPTER 286.

An Act concerning the Location of Electric Wires in the
City of Waterbury.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

The mayor and board of aldermen of the city of Water-City of Waterbury bury may provide by ordinance, subject to the right of appeal in ordinance location the manner prescribed for street railway companies by section 3832 of the general statutes, for the placing under ground, by companies owning the same, and in streets then, or ordered to be, permanently paved, of all electric wires, except trolley and trolley feed wires, when, in the judgment of said mayor and board of aldermen, public interest requires the same to be done, and under such restrictions as said mayor and board of aldermen may prescribe. The superior court shall have jurisdiction. to enforce, by mandamus, any lawful orders made under the provisions of this act, upon complaint of said mayor and board of aldermen. Whenever said mayor or board of aldermen shall deny any petition of any of such companies for permission to place its wires under ground, such company shall have the same right of appeal to the public utilities commission as is hereinbefore prescribed, and upon such appeal said commission shall have authority to make such orders in the premises as it shall deem just.

CHAPTER 287.

An Act validating Caucus Nominations.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. Any nomination for any office to be voted upon at the election to be held on Monday, October 2, 1911, or Tuesday, October 3, 1911, otherwise valid except that the caucus or convention at which such nomination was made was not held at least three weeks prior to the date of such election or was not advertised as required by law or party rule, is hereby validated and declared to be legal, provided such nomination is delivered to the secretary of the state on or before September 20, 1911, in accordance with the provisions of chapter 250 of the public acts of 1909 and amendments thereof. SEC. 2. This act shall take effect from its passage. Approved, September 21, 1911.

CHAPTER 288.

An Act concerning Commercial Sidetracks.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. The public utilities commission is empowermake orders for ed, on the application, in writing, of the selectmen of any town, the mayor and common council of any city, or the warden and burgesses of any borough, to make all necessary orders concerning the laying of commercial or industrial sidetrack or sidetracks, at grade, upon or across any highway within the limits of such town, city, or borough.

SEC. 2. The location of all sidetracks heretofore laid across any highway at grade, under orders of the railroad commissioners made upon application of the mayor of any city, the selectmen of any town, or the warden of any borough, purporting to be authorized by section 3892 of the general statutes, is hereby validated.

SEC. 3. This act shall take effect from its passage.

CHAPTER 289.

An Act providing for the Administration of the Oath of
Office of Town Clerks and Registrars of Births,
Marriages, and Deaths.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

CHAPTER 290.

An Act concerning the Assessment and Collection of a Personal
Tax in the City and Town of New Haven.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. The registrars of voters of the city and town Registrars of of New Haven shall, annually, make a list of all male per- New Haven to file sons between the ages of twenty-one and sixty years, residing list of males bein said city and town on the first day of September in each twenty-one and year, and shall, on or before the thirtieth day of November, lodge such list in the town clerk's office for public inspection; and such list shall be in lieu of the list required by section two of chapter 260 of the public acts of 1909 and amendments thereof.

SECTION 1. Chapters 172 and 279 of the public acts of chapters 172 and 1911 shall take effect from the passage of this act.

Power of state forest fire warden with regard to control and pre

fires.

CHAPTER 292.

An Act concerning Prevention of Forest Fires.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. The state forest fire warden may take such action as he may deem necessary to provide for the prevenContion of forest tion and control of forest fires in groups of towns, and is hereby authorized to enter into an agreement with the secretary of agriculture of the United States, under authority of the act of congress of March, 1911, for the protection of the forested watersheds of navigable streams in this state. Said state forest fire warden may appoint patrolmen, who shall receive not more than twenty-five cents per hour for time actually employed, and may establish and equip fire lookout stations and furnish necessary equipment for such patrolmen.

SEC. 2. Any patrolman appointed for such purpose by said state forest fire warden may arrest, without warrant, any person taken by him in the act of violating any of the laws of this state for the protection of forest and timber lands.
