MONDAY, NOVEMBER 22, 1847.

General Assembly of the State of South-Carolina, begun and holden at Columbia, on the 22d day of November, in the year of our Lord, one thousand eight hundred and forty-seven-being the fourth Monday in November, the day fixed by the Constitution for the meeting of the General Assembly. The members of the Senate assembled in the Senate Chamber in the Capitol at 12 M.

A quorum being present, the Senate proceeded to business.

The Clerk read the Journal of the last day of the last session of the Senate, December 18th, 1846.

The President announced that since the last meeting of the Senate, the Hon. B. K. HENEGAN, Senator from Marion District, had accepted a disqualifying office, and a writ of election had therefore been issued to supply the vacancy.

The Hon. ROBERT HARLLEE, Senator elect from Marion District, then appeared at the Clerk's desk, presented his credentials, the oaths were administered, and he took his seat.

Mr. WITHERSPOON presented a communication from J. B. Fulton, Doorkeeper of the Senate, stating that in consequence of sickness he was unable to attend the session. Mr. WITHERSPOON thereupon offered the following Resolution, which was agreed to:

Resolved, That J. B. Fulton, the Door-keeper, have leave to discharge the duties of his office, during the present session, by a deputy, and that Archibald D. Gaillard be appointed said deputy. This permission, however, is not to be attended with any additional expense or charge on the State.

Mr. BOYCE submitted the presentments of the Grand Jury for Charleston District, at May and October Terms, 1847, which were read and referred to the Committee on the Judiciary.

Mr. BOYCE presented the memorial of the President and Directors of the Charleston Insurance and Trust Company, praying alteration of their charter, which was referred to the Committee on Incorporations and Engrossed Acts. Also,

The Petition of the Charleston Gas Light Company, praying an extension of their charter, which was referred to the Committee on Incorporations and Engrossed Acts. Also,

The Return of the Commissioners of Free Schools for the Parishes of St. Philip's and St. Michael's, for 1847; which was referred to the Committee on the College, Education and Religion.

Mr. MOSES presented the Petition of John Bradley, praying compensation for a slave killed in the service of the State; which was referred to the Com mittee on Claims and Grievances.

Mr. MOSES submitted the Presentment of the Grand Jury for Sumter District, Fall Term, 1847; which was read, and was referred to the Committee on the Judiciary.

Mr. MOSES presented the Petition of Joseph P. McElveen, praying pay" ment for services and expenses in giving notice to the President of the Senate, of the death of the former Senator from Williamsburg; which was referred to the Committee on Claims and Grievances.

Mr. BLACK gave notice, that he will, on Thursday next, ask leave to introduce a Bill to transfer the Election of Electors of President and Vice President of the United States, from the Legislature to the People.

Mr. BLACK presented the Petition of Samuel J. Kennerly, praying to be refunded a tax twice paid; which was referred to the Committee on Finance and Banks.

Also,

The Petition of John J. Kinsler, praying to be refunded a double tax; which was referred to the Committee on Finance and Banks.

Mr. DARGAN presented the Return of the Commissioners of Free Schools for the District of Darlington, for the year 1847; which was referred to the Committee on the College, Education and Religion.

Mr. RHETT presented the Petition of David Truesdale, for protection to his planted oysters on Sullivan's Island; which was referred to the Committee on the Judiciary.
