The annual report contains general information relative to the work of the bureau during the fiscal year to which it relates and recommendations for the improvement and extension of the service. In addition, it contains statistics showing the existing condition of the merchant marine, the progress of shipbuilding during the year, wages of seamen, collection of tonnage taxes, and other information of interest to those engaged in marine transportation. Annual List of Merchant Vessels. This publication is issued annually under authority of the act of 1884, establishing the bureau, which directs the Commissioner of Navigation to "annually prepare and publish a list of vessels of the United States. belonging to the commercial marine, specifying the official number, signal letters, name, rig, tonnage, home port, and place and date of building of every vessel, distinguishing sailing vessels from such as are propelled by steam or other motive power." In addition to the above information, this document contains similar information with respect to government vessels, international and inland rules to prevent collisions, and a separate list of seagoing vessels of the United States. Annual List of American Documented Seagoing Merchant Vessels of 500 Gross Tons and Over. This publication, which constitutes Part VI of the "Annual List of Merchant Vessels," is printed exclusively for the instruction of captains of seagoing vessels of the United States, and includes the name, tonnage, speed, date of building, name and address of owner, and home port of every such vessel. The names and post-office addresses of the owners of such vessels arranged alphabetically, are also included. Supplements to this list are published monthly by the bureau. Navigation Laws of the United States. Effort is made in this compilation, published quadrennially, to include only laws actually in force at the date of publication. Where-sections of the Revised Statutes or other laws have been specificially repealed or amended by subsequent legislation, the repealed portions of the law are omitted, and the present, not the original, reading of amended sections is adopted. The scheme of arrangement adopted is to divide the law on the subject of navigation into large divisions by subjects, called parts, such as Measurement, Documenting of Vessels, Merchant Seamen, etc., while these parts are subdivided into headed paragraphs. The publication is essentially for the convenience of collectors of customs, shipping commissioners, the masters, owners, and agents of vessels, seamen, and others directly interested in vessels, their officers, crews, passengers, and cargo. Rules and Regulations Governing the Movement and Anchorage of Vessels in Saint Marys River. The rules and regulations relative to the movement and anchorage of vessels in Saint Marys River (Mich.) are issued from time to time, as changes are made in them, in accordance with the act of 1906 granting this authority to the Secretary of Commerce. The last edition was published under date of April 15, 1911. Radio-Communication Laws of the United States. This publication, containing laws and regulations governing radio-communication in the United States together with the provisions of the International Radiotelegraphic Convention, is issued for the guidance of United States officers engaged in and concerned with the enforcement of the radio laws and for the information of all owners and operators of apparatus for radio-communication. Forms of certificates of inspection and licenses, and the international Morse code and conventional signals are contained in an appendix. The edition published under date of August 15, 1919, superseded all department circulars, general letters, and special regulations concerning the enforcement of the wireless communication laws. No other edition has been published. Radio Stations of the United States. A list of radio stations of the United States is published in accordance with Section I of the act of 1912 governing radio-communication, which does not specifically authorize but clearly implies the publication of such a list. Editions of this publication have been issued annually since 1913, with the exception of two years-1917 and 1918during which the United States was a participant in the World War. The last edition, issued on June 30, 1920, is in two parts— Part I containing lists of commercial and government land and ship stations and Fart II, amateur stations. Quarterly supplements were issued to the editions of 1913 and 1914 but were superseded in January, 1915, by Radio Service Bulletin. Radio Service Bulletin. This bulletin, published monthly since January, 1915, superseded the quarterly supplements to the list of radio stations of the United States. It contains amendments to or changes in radio laws and regulations, items of general interest concerning the enforcement of radio laws, and latest information concerning government, commercial, and special radio stations. Measurement of Vessels. This document, the third edition of which was published under date of January 3, 1919, contains regulations with diagrams for the guidance of customs officers in the administration of the laws relative to the admeasurement of vessels of the United States, the full text of laws on this subject and rules for the measurement of vessels for the Panama and Suez canals.
