U.S. DEPARTMENT OF LABOR Employees' Compensation Appeals Board In the Matter of J. D. WHITING, II, and POST OFFICE DEPARTMENT, U.S. POST OFFICE, DENVER, COLO. Head injuries—Medical opinions, weight of Weight of the medical evidence established that appellant did not have any injury-related disability after April 1967 resulting from his January 1960 head injury. Opinions of Veterans Administration physicians supporting causal relation had little probative value because they were speculative, unsupported by specific findings and medical rationale, and not based on a complete and accurate medical history. Docket No. 70-82; Submitted on the Record; Issued July 1, 1970 Before THEODORE M. SCHWARTZ, E. GERALD LAMBOLEY, The issue is whether appellant's disability beginning April 8, 1967 was causally related to his 1960 employment injury. On January 2, 1960, appellant, a parcel post carrier, was standing in the rear section of a truck when it was struck by another vehicle. He lost his balance and struck his head in the truck and was unconscious for about 1 or 2 minutes. He was treated by Dr. Martin E. Anderson, Jr., a Board-certified orthopedic surgeon, and by Dr. George W. Holt, a Board-certified neurosurgeon, for an abrasion over the right eyebrow and for a cerebral concussion. He was hospitalized from January 15, to January 23, 1960, because of headaches, dizziness on change of posture, and feeling faint. Skull and cervical spine X-rays were negative. There were no objective findings of a neurologic defect. After clearance by Dr. Holt, appellant returned to his regular work on February 15, 1960. Total disability compensation was paid, except for the periods covered by leave. On June 24, 1960, because of complaints of persistent headaches, appellant was assigned work which did not require operating a motor vehicle. On August 22, 1960, he reported to Dr. Anderson |
