As the returns received by this Bureau of passengers departing from the United States do not distinguish permanent emigrants from transient travelers, the figures entered in this column have been derived from the body of the table by deducting the number of "non-immigrants" from the whole number of departures for each year, the process being based on the consideration that of the former number those who are reported as "citizens of the United States" have previously departed and been embraced in the reports of departures, while those reported as "aliens not intending to remain" will depart in future and be so reported.
