The Senate resumed the consideration of Senate bill, No. 585.

Mr. Epler moved the adoption of the following amendment to Senate bill, No. 585:

Amend section 1 by inserting in the 3d line, after the word "debt," the following: "Which still remain unpaid or shall create a debt." In 4th line after the word "railways," strike out the words, "now in process of construction;" which amendment was

Mr. Crawford moved an amendment to the bill to include canals in the provisions of the bill.

Mr. Casey moved to lay Mr. Crawford's amendment on the table; which motion of Mr. Casey was

Mr. Ward, from the committee on judiciary, to which had been referred House bill, No. 373, by unanimous consent, made a minority report; which was laid on the table, and 100 copies ordered printed. On motion of Mr. McNulta,

The Senate then went into consideration of Senate bill, No. 585. Mr. Strevell offered an amendment to section 7 of the bill; which amendment was adopted.

A message from the House of Representatives, by Mr. Bliss: Mr. Speaker: I am directed to inform the Senate that the House of Representatives has adopted the following resolution, to wit:

WHEREAS, By the report of the Treasurer of the United States, it appears that the New England States have twenty-five dollars of national bank circulation for every citizen of those states, while in the Southern and Western States the average national bank circulation is from three dollars down as low as ten cents per capita; and

WHEREAS, There exists no reason for this unequal distribution of public patronage: therefore,

Resolved by the Illinois House of Representatives, the Senate concurring, That our Senators in Congress are hereby instructed, and our Representatives requested, to do all in their power to secure a just and equal re-distribution of the national banking currency, giving to each State that proportion of said currency to which she is entitled, according to population.

Resolved, That the Governor be and he is hereby directed to forward a copy of this resolution and preamble to each of our Senators and Representatives in Congress.

A message from the House of Representatives, by Mr. Bliss: Mr. Speaker: I am directed to inform the Senate that the House of Representatives has adopted the following resolution, to-wit:

WHEREAS, The late war demonstrated the importance of a naval depot upon the banks of one of the great rivers of the West, which should be free from all danger of attack from abroad, and at the same time in close proximity to all materials necessary for naval construction; and

WHEREAS Experience has shown that Mound City is eminently fitted for a naval station, by reason of its central geographical position, and by reason of its being located near to and closely surrounded by the hemp growing and the iron producing sections of the country, and by reason of its mild and healthy climate: therefore,
