Mr. Russell presented the petition of A. B. Merrill and 94 others, residents of the town of Hinesburgh, praying the Legislature to refuse to grant an extension of the charter of the Burlington and Hinesburgh Railroad Company;

Which was referred to the committee on railroads.

Mr. Emery offered the following joint resolution, which was read the first and second times and under the rule referred to the committee on finance:

Resolved by the Senate and House of Representatives, That the Sergeant-at-Arms is hereby authorized and directed to remove the fence around the State House grounds and to do all necessary grading. Said work shall be done under the direction and advice of the State Auditor and State Treasurer.

The State Auditor is hereby directed to draw his order on the State Treasurer for such sum of money as may be neces sary to carry out the purposes of this resolution.

A message was received from the House of Representatives by Mr. Hamilton, their Assistant Clerk, as follows:

MR. PRESIDENT:

I am directed to inform the Senate that the House have passed House bills of the following titles:

H. 76. An act to legalize the grand list of the town of Brighton for the years named herein;

H. 107. An act to pay John W. Redmond the sum therein named;

H. 109. An act to pay Barton Savings Bank of Barton, Vermont, the sum therein named;

H. 134. An act to amend the charter of the village of Fair Haven, relating to sewers, its water works and issuing of bonds;

H. 135. An act granting to Rochester fire district No. 1 certain rights not given to it by the Vermont Statutes;

H. 142. An act to amend No. 196 of the laws of 1894, entitled "An act to incorporate the village of West Derby ";

H. 180. An act to amend No. 183, laws of 1900, entitled "An act to incorporate the village of Milton";

In the passage of which the concurrence of the Senate is requested.

The House have on their part adopted the following joint resolutions:

Joint resolution relating to printing of report of unveiling of General Liscum's portrait;

Joint resolution relating to printing of report of unveiling of portrait of Admiral Clark;

In the adoption of which the concurrence of the Senate is requested.

The House have considered Senate bills of the following titles:

S. 27. An act authorizing guardians to take property situate outside of this State;

S. 30. An act relating to the election of officers in the Vermont National Guard;

S. 41. An act relating to the discharge of persons from hospitals for the insane;

And have passed the same in concurrence.

The House have considered Senate proposal of amendment to House bill, entitled

H. 81. An act relating to the counting of votes at freemen's meetings;

And have concurred therein.

Senate bills of the following titles were severally read the third time and passed:

S. 39. An act to grant the town of Berkshire the right to elect two road commissioners.

S. 45. An act to insure the purity of ice.

S. 50.

An act to amend section 1920 of the Vermont Statutes, relating to witnesses.

S. 73. An act in amendment of section 4761 of the Vermont Statutes, as amended by No. 106 of the acts of 1896, relating to tramps.

Mr. Downer, from the committee on judiciary, to whom was referred Senate bill, entitled

S. 72. An act to amend section 5157 of the Vermont Statutes, neglecting to provide for wife and minor children;

Reported favorably to its passage, and the third reading of the bill was ordered for to-morrow morning.

House bills of the following titles were severally read the first and second times and referred as follows:

Resolved by the Senate and House of Representatives, That the Clerk of the House of Representatives is hereby directed to procure the printing of 1,000 copies of the report of the proceedings attending the unveiling and presentation of the portrait of Gen. E. H. Liscum on October 23, 1902, for the use of the General Assembly.

Resolved by the Senate and House of Representatives, That the Clerk of the House of Representatives is hereby directed to procure the printing of 1,000 copies of the report of the proceedings attending the unveiling and presentation of the portrait of Rear Admiral Charles E. Clark on October 29, 1902, for the use of the General Assembly.

On motion of Mr. Wilcox, the Senate adjourned.
