SEC. 19. This act shall be favorably construed to effect the purpose thereby intended; and the same is hereby declared to be a public act, and copies thereof printed by authority of the State of Wisconsin, shall be received as evidence thereof. SEC. 21. SEC. 24. The People of the State of Wisconsin, represented in Senate and Assembly, do enact as follows:

SECTION 1. There shall be paid to the Treasurer of the Insurance Fire Department of the city of Kenosha, for the use and ben- certain sum to efit of said Department, on the first day of January in each department anyear, by every person who shall act in the city of Kenosha as nually. agent for or on behalf of any individual, or association of individuals, company or association which may be incorporated for that purpose by any other state or country, the sum of two dollars upon one hundred dollars, and at that rate upon the amount of all premiums which during the year, or part of a year, ending on the next preceding first day of January, shall have been received by such agent or person, or by any other person .for him, or shall have been agreed to be paid for any insurance effected or agreed to be effected, or promised by him as such agent, or otherwise, against loss or injury by fire in the city of Kenosha.

SEC. 2. No person in the said city of Kenosha, shall as Agents to exeagent or otherwise, for any individual or individuals, company cute a bond to or association, effect or agree to effect any insurance upon which the duty above mentioned is required to be paid, or as agent or otherwise, procure such insurance to be effected until he shall have executed and delivered to the Treasurer of the Fire Department of the city of Kenosha, a bond in the penal sum of five hundred dollars, with one or more sufficient sureties, such as the said Treasurer shall approve, conditioned that he will render annually to the said Treasurer, on the first Monday of January, in each year, a just and true account in writing, verified by his oath, that the same is a just and true account of all premiums which, during the year ending on the first day of January next preceding such report, shall have been received by him, or by any other person for him, or agreed to be paid for any insurance against loss or injury by fire in the city of Kenosha, or which shall have been effected, or promised by him to be effected, for or in behalf of any individual or individuals, association of individuals, company or association not incorporated by the laws of this State, and that he will semi-annually, on the first Monday of July and January in each year, pay to the said Treasurer the sum of two dollars upon every one hundred dollars, and at that rate upon the amount of all premiums received or agreed to be received by him, as such agent as aforesaid. SEC. 3. Chap. 178 An Act to vacate a part of the town plat of Wisconsin City in the County of Rock.

The People of the State of Wisconsin represented in Senate and Assembly, do enact as follows:

SECTION 1. That so much of the town plat of Wisconsin City in Rock county as is laid off on the west half of the south west quarter, and the south half of the north west quarter of section three in township number two north of range num ber twelve east, be, and the same is hereby vacated.

SEC. 2. This act shall take effect from and after its passage.

An Act authorising the Governor to enter into a contract with Morgan L Martin for the improvement of Fox River between Lake Winnebago and Green Bay.

The People of the State of Wisconsin represented in Senate and Assembly, do enact as follows:

SECTION 1. The Governor is hereby authorised to accept the proposition made to him on the thirty-first day of January, A. D. one thousand eight hundred and fifty-one, by the Hon. Morgan L. Martin for the completion of the improvement of Fox river between Green Bay and Lake Winnebago, and to enter into contract with the said Morgan L. Martin according to terms and conditions thereof: Provided, That the said Morgan Proviso: L. Martin shall give security satisfactory to the Governor, to complete said work on or before the first day of June, A. D. one thousand eight hundred and fifty-three.

SEC. 2. The said work shall be paid for upon monthly esti- Work to be paid mates made by the State Superintendent, or the engineer,in the ly estimates. same manner as the work under previous contracts has been estimated and paid for, if there shall be funds in the hands of the Treasurer applicable to that object, and in case there shall be a deficiency of funds to pay said estimate, the board of Public Works shall give to said contractor, Scrip, signed by the President of said board and attested by their Clerk for the amount due on such estimates, which Scrip shall constitute a debt against said improvement for the payment of which and interest thereon at twelve per cent, payable annually on the first day of January in each year, the said improvement shall stand pledged and the said board shall levy tolls upon ali tonnage passing through or along said improvement sufficient to pay the said interest as the same may accrue, and until the said liabilities shall be fully paid.

SEC. 3. Whenever sufficient funds shall be realised to pay the debt so contracted or any part thereof, the Governor shall give public notice of the time and place, not exceeding ten weeks from the date of such notice, he will be prepared to pay the same, which notice shall be published for eight successive weeks in a newspaper printed at the seat of Goverment, and the interest on such portion of said liabilities as he may have advertised to pay shall cease from and after two months from the date of such notice.
