the water resources board, is concurred in by, and has the full support of all flood-control interests in the State. It has been generally agreed that the recommendations offered represent the minimum appropriations required to complete Federal Government authorized construction program in California economically, efficiently, and expeditiously.

Virtually all the conferring agencies and organizations have representatives here today who will present the needs of their projects directly to you. I shall not attempt to list them. There is one point I would like to make, however, which I believe applies to all. The requests being made to you today come from areas where the danger of disaster such as the State experienced in the winter of 1937-38 and on many previous occasions is imminent. No one can say when or where the next flood will strike. All we can be sure of is that in a State with the hydrologic record that California has we must expect and prepare for flood waters in any and every year.

The following pages present in condensed form pertinent data on each project in California for which appropriations for the 1949 fiscal year are requested. These data include location, description of plan of improvement, Federal and State authorizations, estimated Federal and State costs, necessity for and status of project, amount of appropriation requested, and the proposed use thereof:

SAN FRANCISCO ENGINEERING DISTRICT

Pajaro River and Carnadero Creek levees

Location: On right and left banks of Pajaro River from near the mouth to about river mile 11 in Pajaro Valley; and on the left bank of Carnadero Creek near Gilroy.

Description: The raising and improving of existing levees to heights that will afford a freeboard of 2 feet above the largest flood to be expected with an average frequency of once in 100 years.

Federal authorization: Flood Control Act, approved December 22, 1944.
State authorization: Chapter 1514, Statutes of 1945.

Estimated first cost: $714,000 (1947 prices).

Need for project: Protection of the towns of Watsonville and Gilroy and adjoining areas from damaging and dangerous floods. Watsonville and Gilroy are now subject to flooding once in 20 years and once in 25 years on the average, respectively, and the agricultural areas in lower Pajaro River flood plain, once in 2 to 3 years.

Status of project: Contract for the work in Pajaro Valley was let in January 1948.

Appropriation requested and proposed use thereof: The sum of $185,000 is requested to be appropriated for the 1949 fiscal year to complete the Carnadero Creek portion of the project.

Salinas River Channel

Location: Monterey County.

Description of improvement: Construction of channel training and bank protection works on right and left banks of Salinas River from its mouth to river mile 93.

Federal authorization: Flood Control Act, approved July 24, 1946.
State authorization: None.

Estimated first cost: $3,515,000 (1947 prices).

Need for project: Prevent serious bank erosion along Salinas River.

Status of project: Definite project report and construction plans and specifications will be prepared when funds are made available.

Appropriation requested and proposed use thereof: A sum of $1,000,000 is requested to be appropriated by the Congress for the 1949 fiscal year to cover 1 year's construction.

Location: Los Angeles and San Bernardino Counties.

Description of improvement: Flood-control basin, capacity 11,000 acre-feet, in delta cone of San Antonio Creek, about 8 miles northwesterly of city of Ontario. This basin is a unit of San Antonio and Chino Creeks project.

Federal authorization: Flood Control Act, approved June 22, 1936, as modi fied by Flood Control Act, approved June 28, 1938.

State authorization: Chapter 1514, Statutes of 1945.

Estimated first cost: $7,000,000 (1947 prices).

Need for project: Flood protection to a population of 70,000 located in a flood plain of 57,000 acres in San Bernardino and Los Angeles Counties.

Status of project: Definite project report 78 percent complete.

Appropriation requested and proposed use thereof: A sum of $2,500,000 is requested to be appropriated by the Congress for the 1949 fiscal year for the first year's construction.

Whittier Narrows

Location: In lower San Gabriel Valley, Los Angeles County, 10 miles easterly from Los Angeles and about 21⁄2 miles downstream from the town of El Monte. Description: A compacted earth-fill dam about 50 feet high above stream bed, creating a basin of 48,800 acre-feet capacity for flood-control purposes.

Federal authorization: Flood Control Act, approved August 18, 1941.
State authorization: Chapter 1514, Statutes of 1945.

Estimated first cost: $15,722,000 (1947 prices).

Need for project: An important unit in the general plan for San Gabriel River Basin for the protection of an overflow area of 75,000 acres, including oil fields and agricultural, commercial, and industrial properties, with assessed valuation of $117,000,000 (1947), and for the prevention of flood damage and the control of debris.

Status of project: Definite project report complete.

Appropriation requested and proposed use thereof: $8,000,000 for the acquisi tion of rights-of-way and preparation of plans and initiation of construction. Upper Los Angeles River (Owensmouth to Niagara Street)

Location: Los Angeles County.

Description of improvement: Existing project, about one-half completed, comprises improvement of 49 miles of main channel of Los Angeles River from Owensmouth to Pacific Ocean.

Federal authorization: Flood Control Act, approved August 18, 1941.
State authorization: Chapter 1514, Statutes of 1945.

Estimated first cost: $21,400,000 (1947 prices) for upper portion of project.
Need for project: Flood protection to city of Los Angeles.

Status of project: About 20 percent of the project above Niagara Street is completed or under construction.

Appropriation requested and proposed use thereof: A sum of $3,000,000 is requested to be appropriated by the Congress for the extension of reinforced concrete channel from Tujunga Wash to Moorpark Avenue.

Lower Los Angeles River (Stewart and Gray Road to Pacific Ocean)

Location: Los Angeles County.

Description of improvement: Existing project, about one-half completed, comprises improvement of 49 miles of main channel of Los Angeles River from Owensmouth to the Pacific Ocean.

State authorization: Chapter 1514, Statutes of 1945.

Estimated first cost: $32,800,000 (1947 prices) for lower portion of project.
Need for project: Flood protection to Long Beach and other cities.
Status of project: Definite project report is about 20 percent complete.

Appropriation requested and proposed use thereof: A sum of $1,150,000 requested for preparation of plans and construction of a bridge at Firestone Boulevard and about 2,000 feet of channel improvement at that point.

Lopez Canyon (flood-control basin)

Location: On Pacoima Creek, a tributary of Tujunga Wash, near the town of San Fernando, Los Angeles County.

Description: A debris basin which is an integral feature of the combined Lopez flood-control basin and Pacoima Wash channel improvement,

Federal authorization: Public Law 534 (78th Cong., 2d sess.), adopting House Document No. 838 (76th Cong., 3d sess.).

State authorization: Chapter 1514, Statutes of 1945.

Estimated first cost: $7,172,000 (1947 prices).

Need for project: The combined Lopez flood-control basin and the Pacoima Wash channel is an important feature of the comprehensive general plan for flood control in the Los Angeles County drainage area.

Status of project: Contract, plans, and specifications scheduled for submission March 1, 1948; could be advanced.

Appropriation requested and proposed use thereof: The sum of $750,000 is requested for the 1949 fiscal year for start of construction.

Tujunga Wash

Location: Los Angeles County.

Description of improvement: Reinforced concrete channel, 60 to 70 feet wide and varying in height from 8 to 16.5 feet, extending from mouth to Hansen Dam, a distance of 9.4 miles.

Federal authorization: Flood Control Act approved August 18, 1941.
State authorization: Chapter 1514, Statutes of 1945.

Estimated first cost: $10,023,000 (1947 prices).

Need for project: Flood protection to city of Los Angeles.

Status of project: Definite project report complete. Construction plans under preparation.

Appropriation requested and proposed use thereof: The sum of $3,000,000 is requested for the 1949 fiscal year for completion of plans and construction of unit No. 1, which consists of 10,500 feet of rectangular reinforced concrete channel 70 feet in width from junction of Tujunga Wash and Los Angeles River to Magnolia Street. The channel is located in West Tujunga Wash.

Compton Creek

Location: Tributary to lower Los Angeles River.

Proposed improvement: Rectangular concrete channel, 2 miles in length, connecting with upper and of existing concrete channel. Construction of one railroad bridge is included.

Federal authorization: Public Law No. 228 (77th Cong., 1st sess.).

State authorization: Chapter 1514, Statutes of 1945.

Estimated first cost: $1,790,000 (1947 prices).

Need for project: Flood protection to industrial and residential areas in and adjacent to city of Los Angeles.

Status of project: The entire Compton Creek project is complete with exception of this unit at the upper end. Construction plans can be made available on short notice.

Appropriation requested and proposed use thereof: The sum of $1,726,000 is requested for the 1949 fiscal year.

Sawtelle-Westwood Channel

Location: Tributary to Ballona Creek in west Los Angeles.

Proposed improvement: Construction of one section of a two-barrel concretecovered channel from just above Venice Boulevard to Ballona Creek.

Federal authorization: Public Law No. 228 (77th Cong., 1st sess.).

State authorization: Chapter 1514, Statutes of 1945.

Estimated first cost: $7,939,000 (1947 prices) for entire project; the new unit estimated to cost $2,750,000.

Need for project: Flood protection to highly developed urban lands in Los Angeles and Culver City.

Status of project: Plans and specifications for construction have been prepared by the city of Los Angeles and are available for construction.

Appropriation requested and proposed use thereof: The sum of $2,750,000 is requested for the 1949 fiscal year for completion of this unt of the Sawtelle-Westwood flood-protection system.

San Diego River and Mission Bay

Location: San Diego River, from Pacific Ocean to Presidio Hill.

Description of improvement: Construction of channel 3.3 miles in length, 800 feet wide, with capacity of 87,500 cubic feet per second, construction or reconstruction of three highway bridges, one railroad bridge, and two stone jetties into the ocean.

Federal authorization: Public Law 525 (79th Cong., 2d sess.).

State authorization: Chapter 462, Statutes of 1947.

Estimated first cost: $2,778,000 (1947 prices).

Need for project: Flood control of the river is essential to the improvement of Mission Bay for navigation, and for protection of naval, marine, and other improvements at the lower end of the San Diego River.

Status of project: Contract for jetties at mouth of flood-control channel let in January 1948.

Appropriation requested and proposed use thereof: An appropriation of $1,000,000 to start construction was made by Congress for the 1948 fiscal year. The sum of $3,000,000 for the project is requested to be appropriated for the 1949 fiscal year.

Ventura River

Location: Ventura County.

Description of improvement: Levee on left bank of Ventura River at city of Ventura, 2.6 miles long; debris basin at mouth of Stewart Canyon and concretelined channel in city of Ojai.

Federal authorization: Public Law 534 (78th Cong., 2d sess.).

State authorization: Chapter 1514, Statutes of 1945.

Estimated first cost: $2,390,000 (1947 prices).

Need for project: Flood protection to residential and business districts in the city of Ventura and city of Ojai.

Status of project: Definite project report is completed. Contract for construction was let in January 1948.

Appropriation requested and proposed use thereof: An appropriation of $500,000 to start construction was made by Congress for the 1948 fiscal year. The sum of $1,000,000 for continued construction is requested to be appropriated for the 1949 fiscal year.

SACRAMENTO ENGINEERING DISTRICT

Farmington Reservoir

Location: Stanislaus and San Joaquin Counties.

Description of improvement: Dam and reservoir on Littlejohn Creek, 4 miles east of Farmington, with a reservoir capacity of 52,000 acre-feet to be utilized for flood control.

Federal authorization: Public Law 534 (78th Cong., 2d sess.).

State authorization: Chapter 1514, Statutes of 1945.

Estimated first cost: $3,729,000 (1947 prices).

Need for project: The project would protect from floods a large developed agricultural area and suburban areas adjacent to city of Stockton.

Status of project: Definite project report is 37 percent complete.

Appropriation requested and proposed use thereof: The sum of $1,000,000 is requested to be appropriated by the Congress for the preparation of plans, acquisition of right-of-way, and construction.

Isabella Reservoir

Location: Kern County.

Description of improvement: Dam and reservoir (capacity, 550,000 acre-feet), 35 miles northeasterly from the city of Bakersfield on Kern River. Federal authorization: Public Law 534 (79th Cong., 2d sess.).

State authorization: Chapter 1514, Statutes of 1945.

Estimated first cost: $12,384,000 (1947 prices).

Need for project: Protection from flood flows of Kern River of the city of Bakersfield, settled communities, and highly developed agricultural lands along Kern River and developed lands in Tulare Lake Basin.

Status of project: Construction of auxiliary dam will be initiated at an early date. Arrangements being made with State division of highways for relocation of highway around dam site.

Appropriation requested and proposed use thereof: An appropriation of $1,250,000 to start construction was made by Congress for the 1948 fiscal year. The additional sum of $3,000,000 is requested to be appropriated for the 1949 fiscal year.

Merced County stream group

Location: Merced County.

Decription of plan of improvement: Includes the construction of flood detention reservoirs on Burns, Bear, Owens, and Mariposa Creeks, with an aggregate capacity of 39,400 acre-feet, canals to divert the flow of Black Rascal Creek into Bear Creek and the flow of Owens Creek into Mariposa Creek, levees on Black Rascal and Owens Creeks, and channel improvements on Bear, Miles, and Mariposa Creeks.

Federal authorization: Public Law No. 534, Seventy-eighth Congress, second session.

State authorization: Chapter 1514, statutes of 1945.

Estimated first cost: $4,044,000 (1947 prices).

Need for project: Protection of city of Merced and surrounding developed agricultural lands in Merced irrigation district.

Construction

Status of project: Definite project report 35 percent complete. of Mariposa Reservoir expected to be initiated at an early date. Appropriation requested and proposed use thereof: An appropriation of $500,000 was made by Congress for the 1948 fiscal year for start of construction.

The

sum of $1,250,000 to continue construction is requested to be appropriated for the 1949 fiscal year.

Pine Flat Reservoir

Location: Fresno County.

Description of improvement: Dam and reservoir (capacity, 1,000,000 acre- feet) at Piedra on Kings River.

Federal authorization: Public Law No. 534, Seventy-eighth Congress, second session.

State authorization: Chapter 1514, statutes of 1945.
Estimated first cost: $36,367,000 (1947 prices).

Need for project: Protection from flood flows of Kings River of towns, settled communities, and developed agricultural lands along Kings River and developed lands in Tulare Lake basin.

Status of project: Work is under way on construction of detour road and dam abutment excavation. Contract plans and specification for main dam are in progress.

Appropriation requested and proposed use thereof: Appropriations of $2,750,000 for the 1947 and 1948 fiscal years were made by Congress. An additional sum of

$7,000,000 to continue construction is requested to be appropriated for the 1949 fiscal year.

Folsom Reservoir

Location: American River. Sacramento County.

Proposed improvement: Dam east of Folsom with reservoir having capacity of 1,000,000 acre-feet for flood control, conservation, and electric power. Federal authorization: Public Law No. 534, Seventy-eighth Congress, second session.

State authorization: Chapter 1514, statues of 1945.

Estimated first cost: $48,329,000.

Need for project: Flood protection to city of Sacramento and agricultural lands and improvements in Sacramento Valley.

Status of project: Definite project report on 1,000,000 acre-foot reservoir is 48 percent complete. Design of dam, auxiliary structures, and afterbay in progress.

Appropriation requested and proposed use thereof: The sum of $3,370,000 is requested for the 1949 fiscal year for the first year's construction.

Sacramento Valley, minor tributaries

Location: Tehama, Glenn, and Butte Counties.

Description of improvements: Levees and channel improvements on the following waterways: Antelope Creek, Chico Creek group, Butte Creek group, Elder Creek, Deer Creek, Thomes Creek, Willow Creek group, and Cherokee canal. Federal authorization: Public Law No. 534, Seventy-eighth Congress, second session.

State authorization: Chapter 1514, Statutes of 1945.
Estimated first cost: $6,601,000 (1947 prices).

Need for projects: Flood protection of improved farm lands, towns, and lines of transportation and communication.

Status of project: Contract plans for part of work under way.

Appropriation requested and proposed use thereof: An appropriation of $500,000 was made by Congress for the 1948 fiscal year to start construction. The additional sum of $1,000,000 for construction is requested to be appropriated for the 1949 fiscal year to—
