"The consideration of the subject by the Committee has developed the fact that there are no differences of opinion growing out of the residence of the various members; in other words, that there is no sectional consideration involved in the subject, but all parts of the country are equally interested in procuring an equitable law that shall be just alike to the debtor and creditor."

The article of Dr. J. M. Charcot on Magnetism and Hypnotism very curiously points out the three distinct states of lethargy, catalepsy and somnambulism, and that the subject can be easily transferred from one to the other. Thus, lethargy may be produced by fixing the eyes upon a shining object for a prolonged period of time: the eyes close and total unconsciousness ensues, but sufficient pressure upon a nerve or muscle will cause the corresponding segment of a member to assume a fixed posture. A person in this state may be transferred into the cataleptic, by opening his eyes wide. Then his muscles retain the attitude given them, and the facial expression of anger (e.g.) follows the clinching of the subject's fists by the experimenter; so, the fists will clinch, upon electrical excitement of the proper facial muscles. The cataleptic state can be directly produced by unexpectedly unmasking an electric light, or striking a gong. The transfer into the somnambulic state is effected by rubbing briskly the top of the subject's head. Then the eyes can be opened or shut, questions answered, movements made, exactly as by one who is awake, but all is done with a boundless credulity towards the operator, that would make a cross-examiner wild with delight. Not that every one can be put through such states; hysterical subjects were the subject of the Doctor's researches, and the female sex especially, "because females are more sensitive and more manageable than males, in the hypnotic state." It is a very curious and interesting article.

This volume of the convenient American Statesmen Series has been published for more than a year, and is now reviewed for the purpose of calling especial attention to the chapters on the Whisky rebellion of 1794. The editor appears to be a freetrader, and, consequently, in favor of excise, and like most biographers, is an admirer of his man. It will not escape an attentive reader that Gallatin's good sense chiefly prevented that subsequently distinguished man from being a ringleader in that West Pennsylvanian episode.
