PREFACE

In the spring of 1923 the Bar Association of St. Louis presented to the lawyers of St. Louis a course of educational lectures which are now offered as a book to a wider public. The following is quoted from the original announcement of this course:

"Administrative law' is a convenient term to indicate that branch of modern law relating to the executive department of government when acting in a quasi legislative or quasi judicial capacity. It is unnecessary to say that administrative law is now a matter of profound and increasing importance both on the theoretical and on the practical side. We are sure you will agree with us in expressing the opinion that our Association should be grateful to the lecturers who have so kindly consented to take part in our program and who are as well qualified to discuss their respective subjects as any lawyers in the land.”

Although written entirely by lawyers, it is believed that this book typifies a modern tendency which is just as noticeable outside the legal profession as insidethe tendency toward bridging the gap between the science of law, on one hand, and, on the other hand, political science and economics. A thoughtful consideration of the topics treated will help to justify the
