the agreement reached between Haitian Commis-
sion and the Haitian Bank. In case the residue
of the 5 per cent of the receipts from the customs
duties should be insufficient to defray the commis-
sion of the bank, this Government will endeavor
to reach with the Haitian Government a satisfac-
tory agreement.

Railroad controversy. Although the National Rail-
road has submitted its argument sometime ago,
Minister states he awaits detailed instructions.
Please endeavor to expedite.

for any oral discussion of the points at issue.
