Congress, § 3-power to compel attendance of witnesses.

1. The power to legislate, conferred by the Constitution of the United States upon the Senate of the United States, impliedly confers power to subpoena and compel the attendance of witnesses necessary to furnish information needed for the efficient exercise of the legislative function.
