of the work of their assistant teachers, and in giving effect to general arrangements devised for the perfection of management and instruction.

With this five-fold system of supervision American educators may feel a degree of satisfaction. In a very large number of the States such as Michigan, Illinois, Missouri, the system is complete. In all the States are found the second, fourth and fifth links with a greater or less degree of perfection. There are many States having very excellent city systems that lack county supervision. With the growth of wealth and population this deficit is being corrected as fast as may be.

Through organization alone can scattered fragments be united into a system. When isolated schools become members of a system, each one is reinforced by the strength of the whole, and an immense fund of reserve force before kept back for the special emergencies incident to independent management, is set at liberty, and can be employed in perfecting the internal arrangements of the school.

In conclusion, I would express my obligations to you, gentlemen of the Board, for your kind and wise assistance to me in the performance of my duties, which have thus been rendered comparatively easy. I desire also to acknowledge the cordial cooperation of the corps of teachers, who have spared no pains to increase the efficiency of the schools under your charge.

A CORPORATION IN THE CITY OF ST. LOUIS, FOR THE PURPOSE OF PUBLIC EDUCATION.

SECTION 1. Be it enacted by the General Assembly of the State of Missouri, That all free white persons residing within the limits of the city of St. Louis, as the same now are, or hereafter may be established by law, are hereby constituted a body politic and corporate, by name and style of "The Board of President and Directors of the St. Louis Public Schools," and by that name they and their successors shall be known in law, have perpetual succession, sue and be sued, implead and be impleaded, defend and be defended in all courts of law and equity, in all actions whatever; may purchase, receive, and hold property, real and personal; and may lease, sell, or dispose of the same, and may do all other acts as natural persons: they shall have a common seal, and may break and alter the same at pleasure.

SEC. 2. Be it further enacted, That the powers of the corporation hereby established shall be vested in a President and Directors, who shall be free white males, at least twenty-one years of age, and have resided at least twelve months previous to their election in the said city, and who shall be citizens of the United States, and have paid a city tax, and who shall be chosen and appointed as hereinafter directed.

SEC. 3. Be it further enacted, That the Board of President and Directors shall consist of two members, to be elected in each ward of said city, as the same now are or hereafter may be established, and the first election shall be held by the same judges on
