Now retired, Tyler (history, Masey U. New Zealand) focuses on the state lands issue in Palestine during the period it was under British rule, examining Britain's record in light of pledges in the Mandate. Given sustained Zionist complaint, he compares Jewish expectations with British performance. He takes three case studies: the Beisanlands, the Huleh swamps, and the Athlit-Kabbara-Caesarea lands, which he describes as well-watered and wastefully used by its Arab occupants.
