THE JEWISH NATIONAL HOME IN PALESTINE

The committee met at 10 a. m., pursuant to notice, Hon. Sol Bloom, chairman, presiding, for consideration of House Resolutions 418 and 419, which are as follows:

RESOLUTION

Whereas the Sixty-seventh Congress of the United States on June 30, 1922, unanimously resolved "that the United States of America favors the establishment in Palestine of a national home for the Jewish people, it being clearly understood that nothing shall be done which may prejudice the civil and religious rights of Christian and all other non-Jewish communities in Palestine, and that the holy places and religious buildings and sites in Palestine shall be adequately protected"; and

Whereas the ruthless persecution of the Jewish people in Europe has clearly demonstrated the need for a Jewish homeland as a haven for the large numbers who have become homeless as a result of this persecution: Therefore be it

Resolved, That the United States shall use its good offices and take appropriate measures to the end that the doors of Palestine shall be opened for free entry of Jews into that country, and that there shall be full opportunity for colonization, so that the Jewish people may ultimately reconstitute Palestine as a free and democratic Jewish commonwealth.

Mr. EATON. I would like to call the attention of the members of the committee to a very constructive and useful compilation on the history of this proposition which has been prepared by Chairman Bloom, and which, as I understand, is, and ought to be before us. Note this little book. It is a very concise and comprehensive statement, and I want to thank the chairman for preparing it for us. have read it carefully, and it is filled with information which we will need in order to intelligently discuss these resolutions. Thank you, Mr. Chairman.

The committee has under consideration House Resolution 418, introduced by Mr. Wright, and House Resolution 419, introduced by Mr. Compton. They are identical resolutions, so we will consider both of them at the same time. You also have before you the booklet that is referred to by Mr. Eaton, and this booklet will give to you full information with reference to the legislation that we have under consideration.

Mr. JARMAN. Does it include a report from the State Department, Mr. Chairman?

Chairman BLOOM. There is no report from the State Department. I will say to the gentleman that this is merely a House resolution, and
