MINUTES OF THE HOUSE OF DELEGATES

APRIL 25, 1922

The 76th meeting of the House of Delegates was called to order by the President, Dr. A. H. Hawkins, at 2 p.m. on Tuesday, April 25, 1922. There were present Drs. G.O.Sharrett, L. B. Henkel, W. J. Todd, Philip Briscoe, M. D. Norris, H.A. Mitchell, D. E. Stone, Guy Steele, W. S. Archer, S. A. Nichols, J. E. Deets, H. M. Lankford, J. L. Riley, Emil Novak, C. C. W. Judd, E. H. Hayward, J. T. King, Jr., W. M. Pearce, H. E. Peterman, J. M. H. Rowland, G. C. Lockard, A. F. Ries, W. T. Watson, G. M. Linthicum, Hiram Woods, J. F. Crouch, Alexius McGlannan, R. Winslow, Standish McCleary, W. R. White, H. B. Stone, Charles O'Donovan, T. B. Johnson, Peregrine Wroth, Jr., A. H. Hawkins, J. A. Chatard, C. E. Brack, John Ruhräh, J. McP. Scott and T. S. Cullen.

The minutes of the previous meeting were read and approved, after which the Secretary read his report for 1921. The report of the Treasurer was then read by Dr. Brack. Dr. Cullen suggested, in this connection, that in using the names of the different funds the initials be mentioned, such as the J. M. T. Finney Fund. The report of the Council was read by the Chairman, Dr. Hiram Woods.

The report of the Delegates to the American Medical Association was made by Dr. Randolph Winslow, supplemented by Dr. Charles O'Donovan.

The report of the State Board of Medical Examiners was made by Dr. J. McP. Scott. Discussion by Dr. H. A. Mitchell, Dr. Scott and Dr. Brack.

The report of the Library Committee and the Librarian's Report were read by Dr. John Ruhräh. Dr. Cullen asked that a list of the journals subscribed to by the Library be printed in the Bulletin.

No report of the Finney Fund Committee.

The report of the Committee on Medical Education was made by Dr. Herbert Harlan. Discussion by Drs. Todd, Deets and Winslow.

The report of the Committee on Public Instruction was made by Dr. J. F. Hogan. Discussion by Drs. Watson, Todd, Woods, Henkel, O'Donovan, White, and, in closing, Dr. Hogan.

The report of the Committee on Midwifery, Dr. Mary Sherwood. Discussion by Dr. Todd.

The Secretary read a letter from Dr. T. B. Futcher with regard to the Maryland Committee on Hospitals of the American Medical Association. It was moved, seconded, and carried that the letter be approved, and the committee be discharged. The report of the Memoir Committee was made by Dr. W. J. Todd.

In the absence of Dr. G. W. Mitchell, the Chairman of the Committee on the Fund for the Relief of Widows and Orphans, his report was read by the Secretary.

Dr. F. V. Beitler, who was to have reported for the Legislative Committee, was not present so Dr. Harlan reported for him.

The meeting then adjourned.

APRIL 26, 1922

The 77th meeting of the House of Delegates was called to order by the President, Dr. A. H. Hawkins, at 12 noon, on Wednesday, April 26, 1922. There were present 26

Dr. Chatard stated that the new Constitution had been printed and would be mailed to each member of the Faculty.

Dr. Steele moved that the State Board of Medical Examiners be elected on the second day of the meeting instead of on the third, as most of the out-of-town men go home on the second day. This motion was seconded by Dr. Novak. Discussion by Drs. Bowen, Linthicum and Watson.

Dr. Watson moved that a committee be appointed to discuss the law regarding the reporting of venereal disease. This was seconded by Dr. Briscoe and carried. Discussion by Drs. Watson, Todd and Bowen.

Dr. O'Donovan read an editorial from the Illinois State Medical Journal regarding the duties of the Delegates to the American Medical Association. He also offered a resolution, which was seconded by Dr. Brack, and carried. "The Medical and Chirurgical Faculty of the State of Maryland, through its House of Delegates, offers to the House of Delegates of the American Medical Association a vehement protest against the hardships entailed upon physicians in the legitimate practice of their profession by the wording of the Volstead Act, which so limits the use of a necessary drug as to lead to great and unnecessary suffering by many who deserve our heartiest sympathy and every means of relief; and it petitions the House of Delegates of the American Medical Association to use its best endeavor toward the repeal of this Act, in so far as it applies to physicians and the practice of medicine."

This was discussed by Drs. Linthicum, Steele, O'Donovan and Todd.

Dr. O'Donovan then offered the second motion in the form of a resolution, which was seconded by Dr. W. M. Pearce, and carried by a vote of 17 for and 12 against. "At its Annual Meeting in Baltimore, in April, 1922, the House of Delegates of the Medical and Chirurgical Faculty of the State of Maryland

Resolved that the Government of the United States, as well as the Governments of several of the constituent states, has extended its activities in medical matters quite beyond its legitimate sphere; and be it also

Resolved, that our Delegates to the approaching meeting of the American Medical Association in the City of St. Louis be, and they are hereby instructed to present this Resolution, and to use every effort to prevent further Governmental encroachment upon the proper right and immunities of physicians in the practice of their profession." Discussion by Drs, Rowland, Cullen, Bowen, Stone, Todd and Winslow. The following nominations for the officers for 1923 were then made: President, Dr. Herbert Harlan.

Dr. Cullen moved that the Commissioner of Health and the Secretary of the State Board of Health be elected ex-officio members of the House of Delegates, provided they are members of the Medical and Chirurgical Faculty. Discussion by Drs. Chatard, McGlannan and McCleary.

The meeting then adjourned.

APRIL 27, 1922

The 78th meeting of the House of Delegates was called to order by the President, Dr. A. H. Hawkins, at 9 a.m. on Thursday, April 27, 1922. The minutes of the previous meeting were read and adopted. There were present Drs. Guy Steele, J. T. King, Jr., W. M. Pearce, J. H. M. Rowland, G. C. Lockard, Hiram Woods, Randolph Winslow, Standish McCleary, Charles O'Donovan, A. H. Hawkins, J. A. Chatard, C. E. Brack, John Ruhräh and T. S. Cullen.

Dr. Winslow moved that the rules be suspended and the candidates for office as nominated be elected. Seconded and carried.

The meeting then adjourned.

The following were appointed by the President.

Committee for Future Improvements on Building, Dr. John Ruhräh, Chairman, Dr. G. M. Linthicum, Dr. T. S. Cullen.

Committee to examine the Law as it relates to the reporting of Venereal Disease, Dr. W. T. Watson, Dr. W. J. Todd, Dr. J. F. Hogan, and Dr. J. S. Bowen.

As in previous years there has been but one beneficiary under this Fund, and even her needs have been less than customary. Two boxes were sent her, one at Easter and one at Christmas time at a very small expense to the Committee. The bills for these were not met within the current year.
