NUMBER 13.

MEMORIAL to congress for the confirmation of the title to unsurveyed islands in the Wisconsin river.

To the senate and house of representatives of the United States:

The memorial of the legislature of the state of Wisconsin respectfully represents :

That there are in the Wisconsin river numerous small unsurveyed islands, the title to which is claimed by the state, and that said title is and always has been in dispute; and that if the title to said unsurveyed islands were secured to the state, they could in many instances be used or disposed of in such manner as to be of great benefit to the state and to the inhabitants along the line of said Wisconsin river.

Your memorialists, therefore, pray that a donation or a confirmation of the title to such islands may be made to the state, to be disposed of in such manner as the legislature of Wisconsin may direct.

The governor is hereby requested to forward a copy of this memorial to each of our senators and representatives in congress, with the request that they will use all necessary efforts to accomplish its objects.

NUMBER 14.

MEMORIAL to congress to remove the restrictions to the further entry of public lands with "agricultural college script" in the state of Wisconin.

To the senate and house of representatives of the United States:

The memorial of the legislature of the state of Wisconsin respectfully represents:

That the entry of large bodies of pine and timber lands in the state of Wisconsin with "agricultural college script," has proved beneficial to the people and to the state, as the greater

part of the lands so entered have been timber lands, and remote from the agricultural districts, thus bringing them under taxation, which proves of great benefit to the counties where they are situated and also to the state at large.

Your memorialists, therefore, pray that any and all restrictions which prevent further entries in this state, of the public lands, with said script, be removed, and that further entries with said script be permitted without limit; also that all entries now made, if in excess of the present law, be allowed to remain good and valid, as your memorialists believe that the further entries of lands with such script will in the future, as in the past, prove to be a public benefit, and without injury.

The governor is hereby requested to forward one copy of this memorial to each of our senators and representatives in congress.

NUMBER 15.

MEMORIAL to congress for the improvement of the St. Croix river, bordering the states of Wisconsin and Minnesota, and asking an appropriation therefor.

To the honorable the senate and house of representatives of the United States:

The memorial of the legislature of the state of Wisconsin respectfully represents:

That the volume of water of the St. Croix river is about equal to that of the Mississippi above its junction with the St. Croix, between Prescott and St. Paul.

That said river is navigable and is navigated, during what is called the good stage of water, by the largest class of steamboats which navigate the upper Mississippi river above the city of St. Louis.

That there are several bars in said St. Croix river; one at Catfish bluff, and one just above the city of Hudson, and other bars between the city of Stillwater and the village of St. Croix Falls and Taylor Falls, which are great impediments to

navigation, and which ought to be and could be removed at slight expense.

Your memorialists therefore respectfully ask that twentyfive thousand dollars be appropriated from the national treasury for this purpose.

NUMBER 16.

MEMORIAL to congress concerning lands granted to the state of Wisconsin, to aid in the building of a railroad from lake St. Croix to lake Superior.

To the honorable, the congress of the United States:

The memorial of the legislature of the state of Wisconsin respectfully represents:

That the lands granted to said state by an act of congress, approved June 3d, 1856, have been, in effect, out of market during the eleven years last past; that the same were in accordance with the conditions of said act bestowed by the state upon a corporation to aid in the building of a railroad; that said corporation has not completed said railroad, nor any part thereof, and that the settlement of the counties in which said lands are located has been greatly retarded by reason of the retention from sale of said lands, and the prosperity and wealth of the state has consequently been adversely affected thereby.

Your memorialists do therefore respectfully remonstrate against any further extension by your honorable body of time in which to complete said road, unless said company shall before making application to congress for such extension, build, equip and put in complete running order (40) forty continuous miles of said road.

NUMBER 17.

MEMORIAL for an appropriation of $75,000 to improve the harbor at Bayfield.

To the honorable, the congress of the United States:

Your memorialists, the legislature of the state of Wisconsin, would most respectfully ask for an appropriation of $75,000 for further improvement of the harbor of Bayfield, which is a much frequented haven at the northwest point of the state.

Your memorialists further respectfully represent that such an appropriation would be of great benefit to the numerous steam and sail vessels frequenting the port of Bayfield with the objects of commerce and safety, and would also tend to the development of the adjacent country, whose vast mineral, timber and agricultural resources require such a commodious outlet and inlet as the improved harbor would present, for the purpose of accommodating the active trade with the ports throughout the length and breadth of the chain of the great lakes, and which annually increases, resulting in great benefit to this state and to the general government.

And your memorialists will ever pray.

NUMBER 18.

MEMORIAL to congress for a grant of land to aid in the construction of the Wisconsin river valley railroad.

To the honorable the senate and house of representatives of the United States in congress assembled:

The memorial of the legislature of the state of Wisconsin respectfully represents:

That the Wisconsin river valley railroad, starting from a point at Kilbourn City, on the Wisconsin river, and terminating at Trappe Rapids, in the county of Marathon, will be a work of great importance when completed, and will open to settlement a large extent of country that is now unprovided

with railroad facilities; and that the country between Kilbourn City and Trappe Rapids embraces many of the most extensive lumbering manufactories in the state, as well as large quantities of the richest farming and pine lands in the state, and it only requires an avenue through it to cause immigration to flow in and more thickly settle up this section of the country. The region of country is now as well settled as it can be without railway facilities.

Therefore, your memorialists respectfully ask, that a grant of land be made to the Wisconsin river valley railroad company to aid in the construction and completion of said railroad.

The governor of the state of Wisconsin is hereby respectfully requested to transmit a copy of this memorial to each of our senators and representatives in congress, and also one copy to the president of the senate and speaker of the house of representatives of the United States.

NUMBER 19.

MEMORIAL to congress for the establishment of a daily mail route from Evansville, in the county of Rock, via Albany to Monticello, in the county of Green, Wisconsin.

To the honorable the senate and house of representative of the United States in congress assembled:

The memorial of the legislature of the state of Wisconsin respect. fully represents:

That the the interest and convenience of a large and rapidly increasing population require the establishment of a daily mail route from Evansville, on the Chicago and northwestern railroad, via the village of Albany to Monticello, in the county of Green.

Your memorialists, therefore, respectfully ask for the estab lishment of such daily mail route.
