The committee recommends a reduction of $65,000, to provide the full amount of the budget estimate of $63,635,000 for the programs of the Tennessee Valley Authority supported by appropriations. In this connection, the committee recommends the full budget estimate of $6,000,000 for continuing the construction of Tims Ford Dam and Reservoir, in lieu of $9,000,000 provided by the House allowance. The committee is advised that $27,430,000 additional to the budget estimate will be required to complete the project, and that additional funds at this time will not expedite the completion date.

The committee believes it would be a mistake to begin the practice of reducing the appropriations for projects by a percentage amount for anticipated delays and slippage. The committee prefers to carefully consider each project in order to determine the amount to be recommended for that purpose, and disagrees with the 5 percent reduction of $2,370,000.

Restoration is recommended of $75,000 to provide the full budget estimate of $441,500 to purchase 285 new passenger sedans, of which 200 shall be for replacement. The committee is advised that any savings effected would be greatly reduced through the need to rent additional vehicles.

The committee recommends restoration of $500,000 to provide the full budget estimate of $2,989,500 to purchase 497 units of trucks and heavy mobile equipment, of which 361 units shall be for replacement. The committee is advised that any savings effected would be greatly reduced through the need to repair or patch up equipment that should be retired, which would be usable only for a short time.

The committee recommends $600,000, the amount allowed by the House, and $207,000 below the budget estimate. This appropriation provides for the operation of the Water Resources Council authorized by the Water Resources Planning Act of 1965, Public Law 89-80, approved July 22, 1965. The amount approved includes $250,000 for the Council compared with a statutory limitation of $300,000. The remaining $350,000 is to finance the U.S. share of river basin commissions.

The committee concurs in the views of the House that the States should share in the expenses of river basin commissions to a higher degree than indicated in the testimony presented to the committee. It is felt that the State participation should be more comparable to that agreed upon for the Delaware River Basin. However, in order not to retard the initial operations of the commissions, pending the necessary legislative actions required by the States to implement the more equitable cost sharing discussed above, temporary interim arrangements for cost sharing may be made. The committee will expect the Water Resources Council to present more equitable proposals for cost sharing to the committee in connection with future appropriations requests which will reflect the desires of the House and Senate committees.

The committee desires that the Council promptly inform the Appropriations Committees of the House and Senate, and the appropriate legislative committees of the House and Senate, of all principles, standards, and procedures proposed to be established by the Council pursuant to section 103 of the Water Resources Planning Act of 1965.

This is the first appropriation requested under title III of the Water Resources Planning Act of 1965. That act authorizes financial assistance to States to assist them in developing and participating in the development of comprehensive water and related land resources plans.

The committee recommends $1,875,000, the amount allowed by the House and $318,000 below the budget estimate. The committee allowance provides $1,750,000 for financial assistance to States and $125,000 for administrative expenses as recommended by the House.

AIR CONDITIONING FOR VEHICLES

The committee has included the following language in the bill: : Provided, That such amounts may be exceeded by the net extra costs of acquiring and installing air conditioning equipment where, under regulations prescribed by the Administrator of General Services defining particular geographical areas, the head of the department or agency finds and determines that such acquisition and installation is in the best interest of the Government

The committee is informed that in recent years the General Services Administration has received numerous requests from agencies for airconditioned vehicles. Following an analysis of the requests originating in high temperature and high humidity areas of the United States, the General Services Administration concluded that the installation of air conditioning in certain Government vehicles in particular geographic areas would be advantageous to the Government. The committee, therefore, concurs in the conclusion and recommends that air conditioning should be furnished in certain vehicle at this time.
