Philbin, Patrick, sergeant, Company L, 15th U. S. Infantry: For meritorious conduct in the action at the barrio of San Juan, Laguna Province, Philippine Islands, December 31, 1900, remaining in command of his detachment after having been wounded three times until the approach of a relieving force, upon which the enemy fled. Pickett, James, quartermaster sergeant, Company C, 9th U. S. Infantry: For coolness, energy, and gallantry in the battle of Tientsin, China, July 13, 1900, in carrying important messages which greatly aided in the withdrawal of the command after nightfall; also in constructing under fire a small traverse which afforded protection against the flanking fire of the enemy, when private, Company C, 9th U. Priestley, Arthur T., private, Company K, 26th U. S. Infantry: For distinguished courage exhibited by him in going, at the peril of his life, to the rescue of comrades and natives who had been upset in the Pambujan River, Island of Samar, Philippine Islands, January 21, 1902, and were in imminent danger of death from drowning. Discharged November 25, 1903. (Certificate of merit awarded December 17, 1903.)

Rose, Franklin, post commissary sergeant, U. S. Army: For distinguished services, under terrifying circumstances, during the cyclone at Galveston, Tex., September 8, 1900, where he successfully assisted in the rescue of a great many

Rosser, Henry, quartermaster sergeant, Company A, 17th U. S. Infantry: For distinguished conduct during the attack on Angeles, Philippine Islands, on the night of October 16, 1899, where he, although being wounded in the head, brought his squad back from an advanced outpost in a masterful manner and in excellent order, being nearly cut off by insurgents and under heavy fire at the time, when corporal, Company A, 17th U. Shaffer, William H., sergeant major, junior grade, Artillery Corps, U. S. Army: For brave and heroic conduct in attempting, at the risk of his own life, to rescue, in the darkness, from drowning, a conductor of the Fort Riley and Junction City Electric Railway, who fell from his car into the Republican River, Kansas, about 12.15 a. m., August 27, 1902. (Certificate of merit awarded December 8, 1903.)

Tobin, William J., post commissary sergeant, U. S. Army: For good conduct upon the occasion of the sinking of the Government steamer Resolute in Boston Harbor, Massachusetts, on the night of January 3, 1900, in remaining aboard the sinking vessel and going down with her, refraining from going on board another vessel until he had assisted in rescuing and placing some women passengers thereon. (Certificate of merit awarded December 8, 1903.)

Van Arnam, David L., private, Hospital Corps, U. S. Army: For the high order of courage and devotion to duty shown by him throughout the arduous campaign against the insurgent mountain stronghold near La Paz, Philippine Islands, and especially during the fight on April 26, 1900, in removing to cover a severely wounded man whose comrades had left him apparently dying exposed to a galling fire, by which act the man's life was saved. Discharged February 17, 1902. (Certificate of merit awarded, December 8, 1903.)

Van Leer, Harry, private, Company A, 4th U. S. Infantry: For gallant services during the battle of Tientsin, China, July 13, 1900, after being severely wounded in the leg voluntarily left his cover and for some time continued fighting gallantly until overcome by exhaustion, when private, Company B. 9th U. Verro, Frederick W., private, Company G, 9th U. S. Infantry: For conspicuous bravery in killing two and wounding the third of three natives who were trying to gain possession of a wounded corporal's rifle, in the action near Basey, Samar, Philippine Islands, September 1, 1901.
