I am pleased to inform you that I have decided to join Senator Domenici as a co-sponsor of this bill. I an sympathetic to the plight of the independent owner-operator truckers under present ICC regulations. In particular, I can see no reason why an owner-operator should not be able to haul goods for whomever he chooses without having to fight his way through an expensive certification process over the protests of the established common carriers. Although this bill has attracted support as a device to reduce empty back-hauls, I am supporting it for the additional reason that it will help to free a group of independently-minded business: en fron forced dependence upon larger, certified employers. Your letter encourages me to hone that perhaps the spirit of the small entrepreneur is still alive in this country today.
