The joint committee on finance of the legislature for the session of 1911 is empowered to employ trained experts in accounting and statistics and in the formulation of public financial statements. Such expert help shall be exempt from theprovisions of chapter 363 of the laws of 1905, and its amendments. SECTION 2. There is hereby appropriated out of the general fund not to exceed twenty-five hundred dollars, the same to be paid upon the approval and order of the chairmen of the senateand assembly division of the joint committee on finance, respectively.
