should read:

HUMAN RIGHTS PANEL OF ICY CONFERENCE

Mr. BITKER. I was, as you know, the chairman of the Panel on Human Rights of the White House Conference on International Cooperation.

I had only one regret about that, Senator, which was that I heard you at a number of the panels but I was very unhappy that you did not find the time to address us because I would like to have heard you expand on the opening statement that you made in the beginning of this session today.
