SIR: I have the honor to transmit herewith the complete statements in regard to the foreign commerce, navigation, immigration, and tonnage of the United States for the fiscal year ended June 30, 1881, compiled from returns made to this office by collectors of customs, in accordance with the requirements of section No. 336 of the Revised Statutes. These statements comprise the volume entitled "Commerce and Navigation."
