FOREWORD

HIS VOLUME is a revision of the first work of the author, "Digest of Personal Finance Laws," published in 1932 by the American Association of Personal Finance Companies, Washington, D. C., and may be used advantageously in connection therewith.

The texts and citations of the current Small Loan Laws and Interest and Usury Statutes, together with citations of current laws of a collateral nature, such as Credit Union and Wage Assignment Acts of the several States, the District of Columbia and the Territory of Hawaii, are set forth herein.

In the treatment of cases, a different method has been adopted than that employed in the "Digest of Personal Finance Laws." Complete citations are given, including in addition to the state reports, reporter systems and other legal publications, references to "Annotations on Small Loan Laws" by F. B. Hubachek of the Chicago Bar, published by the Russell Sage Foundation, New York, 1938, in which will be found an analytical treatment of most of the cases cited. No attempt has been made to include herein cases affecting collateral laws, or to analyze or digest any decision in any case except in a few instances under the heading of "Historical."

The citation "Hub." refers to Mr. Hubachek's volume referred to above. The citation "Cam ('32 ed)" refers to the "Digest of Personal Finance Laws."

The manuscript of this book was submitted to the Law Committee of the American Association of Personal Finance Companies, of which Mr. F. B. Hubachek is Chairman. While the Committee did not have an opportunity to verify the details, it approved the format and the author's work, believing that the plan and arrangement adopted would make the material most useful to attorneys and others interested in the field.

This edition, like the original, has been ably compiled and edited by Renah F. Camalier of the District of Columbia Bar. It is smaller than the original for two reasons: (1) A change in format which makes for a compact and more readable page, and (2) elimination of miscellaneous material not covered by the title of the book. Changing the title of the 1938 edition to "Personal Finance Laws," the author and publishers feel, is in the direction of accuracy.

The American Association of Personal Finance Companies is a service organization. In sponsoring this book, the Association is keeping faith with its members. When changes in the existing law are of sufficient importance, or workable small loan laws are enacted in states where such laws are not now on the statute books, it is the purpose of the Association to publish a Third Edition.
