No. 23, by Mr. Staley.) AN ACT MAKING AN APPROPRIATION FOR THE SUPPORT, MAINTE- Be It Enacted by the General Assembly of the State of Colorado: Section 1. That for the general support and maintenance of the State Industrial School at Golden, Colorado, for the period commencing December 1, 1914, and ending November 30, 1916, there is hereby appropriated the sum of one hundred and sixty thousand dollars ($160,000.00); for the purpose of purchasing additional machinery for manual training departments, three thousand dollars ($3,000.00), together with the cash receipts of the institution for the two years aforesaid, to be used exclusively for the purposes above set forth, except that the cash receipts may be expended for any purpose the board of control may deem necessary for the school's proper conduct and welfare. Sec. 2. All moneys herein appropriated shall be spent by the authority of the board of control of the State Industrial School, Golden, Colorado, and the State Auditor, upon certified vouchers of the board of control and the superintendent of the State Industrial School at Golden, Colorado, shall draw his warrant upon the State Sec. 3. Nothing in this act shall be construed to authorize any expenditures or the contracting of any indebtedness in excess of the amount of the appropriations herein made. That there is hereby appropriated out of any moneys in the State Treasury, not otherwise appropriated; for the State Industrial School for Girls, for the biennial period ending November 30, 1916, the sum of fifteen thousand dollars ($15,000) for maintenance, improvements and repairs and for the general expenses of the school. Sec. 2. In the opinion of the General Assembly an emergency exists; therefore, this act shall take effect and be in force from and after its passage.
