(50) The item contained in section 39, page 18, as follows: "For all printing required by the Twentieth General Assembly for the years 1915 and 1916, including House and Senate bills, calendars, journals, roll calls, reports, letterheads, envelopes, rules, bill covers and engrossing blanks, the sum of $22,000," of which item I approve $16,000, hereby disapproving $6,000.

I disapprove of all of said items for the reason there are not sufficient funds in the State Treasury available for the payment of the same.

In addition I disapprove of the item contained in section 12 of the bill, being veto No. 13 herein, "Superintendent of Mines, salary, $4,000," for the reason that the engineer member of the State Land Board can properly perform the same services intended to be performed by the Superintendent of Mines.

The appropriation for the Bureau of Child and Animal Protection, commonly called the Humane Society, is vetoed for three reasons:

First-Because this society is a self-perpetuating private corporation, owing no obligation to the state, beyond state control, and therefore not entitled to support through public revenue.

Second-That part of the work of this bureau which has to do with the protection of children and securing for them private homes is now being performed by the officers of the State Home for Dependent and Neglected. Children. Not only that, but the law specifically commands the management of this home to do this particular work. Here then is a bureau duplicating the work which the law compels this Home to perform.

Third-The other branch of the work of this bureau is that of the care and protection of dumb animals. This can be fully cared for by the fifteen special deputies now existing under the law of this state and paid by public revenues. These deputies perform the work of deputy game wardens, but those duties do not require all their time. These fifteen men constitute a law-enforcing arm of the state government quite sufficient to enforce the game laws, humane laws for dumb animals, the prohibitory laws and every other law that the state is interested in. Here is another duplication, involving a complete duplication, the unnecessary expenditure of thousands of dollars and resulting in confusion and unnecessary waste of time and energy.

The work of the child and animal bureau will be consolidated with that of the game wardens and will be done by the numerous deputies in that department.

I have vetoed the provisions of the long appropriation bill providing for a department of boiler inspection, and have consolidated this department with that of factory inspection. Had the boiler inspection department been allowed to remain it would have been a plain duplication of work and a duplication of departments. The inspectors in the factory department can and must qualify as boiler inspectors, and when this is done they can do all the work of boiler inspection that will be demanded.

There is no excuse for maintaining two departments. at public expense when one can do all the work of both. Further, the new industrial commission law provides for inspectors who will in part relieve the factory inspection department of some of its duties. The continual duplication of departments and bureaus not only places heavier

burdens upon the people who bear the expense of government, but prevents efficiency and gives a divided responsibility that results in confusion and lax enforcement of the law.
