The office of Solicitor General was not filled until after the close of October Term, 1912. On July 28, 1913, President Wilson nominated Mr. John William Davis of West Virginia as Solicitor General. He was confirmed by the Senate July 28, 1913, and qualified August 30, 1913. His commission was filed on the opening day of October Term, 1913.

ORDER: There having been an Associate Justice of this court appointed since the commencement of this term,

It is ordered that the following allotment be made of the Chief Justice and Associate Justices of this court among the circuits agreeably to the act of Congress in such case made and provided, and that such allotment be entered of record, viz.:
