NOTE.-The work of the confidential agents in foreign fields is prosecuted through 6 districts, the bound-
aries and headquarters of which are changed from time to time as the requirements of the service suggest.
The number of agents employed and their operations are subject to the pleasure of the Secretary.
The organization and operations of the service for obvious reasons are not made public.

This division was taken from the jurisdiction of the Assistant Secretary by order of the Secretary of the Treasury, dated Nov. 28, 1910. It is now under the immediate jurisdiction of the Secretary of the Treasury (infra p. 3).
