This tabulation of cases closed differs from those in previous reports in that the cases are grouped first by method and then by stage. Prior to this year cases were grouped by stage and method. Cases in which the parties waive hearing, agree in writing to the conduct of an election, but require that the results of the balloting be embodied in a Board Order certifying the winning union or dismissing the petition if no union is successful.
