AN ACT

APPROPRIATING AN ADDITIONAL AMOUNT OF TEN THOUSAND
DOLLARS FOR THE REPRESENTATION OF PORTO RICO AT
THE LOUISIANA PURCHASE EXPOSITION TO BE HELD AT
ST. LOUIS, MISSOURI, AND FOR OTHER PURPOSES.
Be it enacted by the Legislative Assembly of Porto Rico:

SECTION 1.-That for the purpose of providing for a suitable representation of Porto Rico at the Louisiana Purchase Exposition, to be held at St. Louis, Missouri, the additional sum of ten thousand dollars, or as much thereof as may be necessary, is hereby appropriated out of any funds in the treasury not otherwise appropriated, to be expended upon the approval of the Governor; Provided, that no part of the amount hereby appropriated shall be expended for the erection or construction of any building or buildings at the said Louisiana Purchase Exposition; and, provided, further, that no part of the appropriation heretofore made for the representation of Porto Rico at the Louisiana Purchase Exposition, nor of the present appropriation, shall be expended for the purchase of coffee for free distribution at the exposition.

SECTION 2.-That in case that the coffee growers or merchants do not voluntarily furnish a sufficient amount of coffee to provide for a suitable exhibit free of cost, the commissioners to the exposition are hereby authorized to purchase the necessary samples for the purpose of exhibiting this product exclusively.

SECTION 3.-That nothing contained in this Act shall be interpreted as prohibiting the commissioners from incurring any necessary expenditures in the transportation of all articles offered as exhibits at the exposition, or of the samples of coffee to be purchased by the commissioners in accordance with the preceding section.

SECTION 4.-The Governor of Porto Rico is authorized to appoint nine persons, to be known as honorary commissioners to the Louisiana Purchase Exposition, who

shall be authorized to assist the regular commission in charge of the Porto Rican exhibit at St. Louis. Such honorary commissioners shall receive no pay or compensation either for salary or for expenses, and they shall not be authorized to exercise any authority or control with reference to said exhibit other that such as may be duly conferred by the regular commission.

SECTION 5.-That this Act shall take effect from and after its approval.

AN ACT

TO PROVIDE WHO MAY CELEBRATE MARRIAGES, AND TO PRESCRIBE THE PROCEDURE THEREFOR, TO REPEAL SECTIONS 137 TO 151, INCLUSIVE, OF THE CIVIL CODE, TO AMEND SECTION 152 OF THE CIVIL CODE, AND FOR

OTHER PURPOSES.

Be it enacted by the Legislative Assembly of Porto Rico: SECTION 1.-All regularly licensed or ordained priests or other ministers of the gospel, Jewish rabbis, and judges of the Supreme, District or municipal courts, and all justices of the peace, may celebrate the rites of matrimony between all persons legally authorized to marry.

SECTION 2.-All persons desirous of contracting marriage shall apply to any of the persons authorized by this Act to perform the marriage ceremony, and the person applied to shall examine the applicant under oath as to the legal capacity of the contracting parties. Such sworn declaration shall be reduced to writing and must state the full name, age, profession and domicile of each of the contracting parties, and of their respective parents, and the relation of consanguinity or affinity, if any there be, between them; and if any of the parties have been previously married, the same shall be stated, as well as the manner of its dissolution, whether by death or divorce, with the full name of the former spouse, as well as the full
