dred and eighty dollars each. Each of the registrars of Mayagüez and Arecibo shall have as subordinate assistants one officer at an annual salary of six hundred dollars, and three clerks at an annual salary of four hundred and eighty dollars each.

SECTION 12.-Each of the registrars of property of San German and Humacao shall have as subordinate assistants one officer at an annual salary of four hundred and eighty dollars, and two clerks at an annual salary of three hundred and sixty dollars; and each of the registrars of Caguas, Guayama and Aguadilla shall have as subordinate assistants an officer at an annual salary of three hundred and sixty dollars, and a clerk at an annual salary of three hundred dollars.

SECTION 13.-The subordinate employees of the various registries of property shall be appointed by the respective registrars, with the approval of the Attorney General, and shall receive their salary monthly in the same manner as the respective registrars.

SECTION 14.-The sum of thirty-five thousand four hundred and sixty dollars is hereby appropriated out of any money in the treasury of Porto Rico not otherwise appropriated, to pay the salaries herein authorized for the fiscal year ending June 30, 1905.

SECTION 15.-The sum of two thousand five hundred dollars, or so much thereof as may be necessary, is hereby appropriated from any money in the treasury of Porto Rico, not otherwise appropriated, to supply office materials to the different registries of property and to supply them with such blank books as they may need during the year; Provided, that this sum shall be subject to the requisition of the disbursing officer of the Department of Justice, upon the approval of the Attorney General, for the purpose of reimbursing the appropriation for "stationery and supplies, printing and supply division," under the jurisdiction of the Auditor, who shall furnish whatever stationery supplies are needed for the

officers of the registries of property, and all other miscellaneous supplies shall be purchased by the disbursing officer of the Department of Justice and by him supplied to the registries of property.

SECTION 16.-The further sum of two thousand five hundred and twenty dollars is hereby appropriated out of any money in the treasury of Porto Rico, not otherwise appropriated, to pay the office rent of registries of property, as follows: At San Juan, three hundred and sixty dollars per annum; at Ponce, three hundred and sixty dollars per annum; at Mayaguez, three hundred dollars; at Arecibo, three hundred dollars per annum; at San German, two hundred and forty dollars per annum ; at Humacao, two hundred and forty dollars per annum; at Caguas, two hundred and forty dollars per annum; at Guayama, two hundred and forty dollars per annum; at Aguadilla, two hundred and forty dollars per annum;— to be disbursed by the disbursing officer of the Department of Justice upon the approval of the Attorney General.

SECTION 17.-All fees earned by the offices of the registries of property of Porto Rico shall be paid in internal revenue stamps, which the registrars shall attach, under their own responsibility, at the side of or beneath the note which they make at the foot of each title or document, according to the nature of the same; and they shall cancel said stamps and state in another note, written and signed by them, the number of stamps, their value, and the number of the tariff of fees under which such fees were collected.

SECTION 18.-The registrars of property shall make a brief entry at the side of their signatures in each entry or marginal note of the books of the registry, stating the number of internal revenue stamps cancelled, the value of the same, and the number of the tariff of fees under which such stamps are exacted.

SECTION 19.-Each registrar of property shall, within

the first five days of every month, make a detailed and complete statement in triplicate of all the internal revenue stamps which he has cancelled, which statement shall contain: The date of each payment; the name of the person making the payment; the amount of the payment; the character of the service for which the fees were collected in accordance with the tariff of fees established by this Act; the number of said stamps and the denomination of the same. The registrar shall sign each statement and certify to the correctness of the same under oath in the following form:

SECTION 20.-This oath shall be taken before any officer legally authorized to administer oaths. One copy of the sworn statement shall be immediately sent to the Treasurer of Porto Rico, another shall be sent to the Auditor and receipt shall be duly acknowledged thereof, and the other shall remain on file in the office of the registrar.

SECTION 21.-The Attorney General and the Treasurer of Porto Rico shall, from time to time, delegate one of

their subordinate officers, or another person in whom they have confidence, to examine and investigate the offices of the registrars of property.

SECTION 22.-The tariff of fees to be paid hereafter for the services of the registrars of property by the affixing and cancelling of internal revenue stamps, as hereinbefore provided, shall be as follows:

NUMBER 1.

Entries of Presentation and Notes Thereon.

For the entry of presentation, marginal note and note at the foot of the title on each instrument whose record, entry or marginal note is requested, except cancellations: (a) When the title refers to six estates or

For all work of whatever kind, which should be made at the instance of an interested party for the cancellation or clearing of mortgages, annuities (censos), or property

rights, including the entry of presentation and marginal notes, the following fees shall be charged for each estate: (a) If the estate or right is valued at less than five hundred dollars.....

Abstract cancellations made by marginal notes shall pay only one dollar.

NUMBER 4.

Special Notes, Records and Entries.

When, in consequence of the presentation, no record or entry should be made and marginal notes are made, the charge for each one shall be fifty cents.

For each one of the notes embraced in section 16 of the Mortgage Law, there shall be charged fifty cents.

NUMBER 5.

For each record or entry and corresponding marginal notes, not embraced in the preceding numbers, there shall be charged the fixed amounts established by the following scale :
