"ten cents;" and by striking out in line 13 of said paragraphs 5 and 7 the words "two dollars," and inserting in lieu thereof the words "twenty cents;" and by striking out in line 7 of paragraphs 6 and 8 of said schedule A the words "one dollar and eighty cents," and inserting in lieu thereof the words "eighteen cents," and by striking out in lines 13 and 14 of said paragraphs 6 and 8 the words "three dollars and sixty cents," and inserting in lieu thereof the words "thirty-six cents."

SECTION 45.—That paragraph 5, schedule B, of section 356, be amended by striking out lines 21 to 29, inclusive.

SECTION 46.-That all laws, decrees or orders, or parts of laws, decrees or orders, in conflict with this Act, are hereby repealed.

SECTION 47.-That this Act shall take effect and be in force from and after its passage; Provided, however, that section 43 shall take effect on July 1, 1905.

AN ACT

FOR THE REPAYMENT OF TAXES IMPROPERLY COLLECTED.

Be it enacted by the Legislative Assembly of Porto Rico:

SECTION 1.-Whenever it is found, either upon the application of any taxpayer satisfactory to the Treasurer of Porto Rico, or by the Auditor or Treasurer upon the revision and correction of the tax receipts, that any moneys have been collected by the Treasurer of Porto Rico improperly, or in excess of the proper amount, upon the approval of the Governor, the Auditor of Porto Rico is hereby authorized to issue a settlement warrant in favor of the taxpayer for the amount of such excess of the amount improperly paid.

SECTION 2.—An amount necessary to cover the refund of such moneys erroneously collected is hereby appro

priated out of any moneys in the treasury not otherwise appropriated.

SECTION 3.-This Act shall take effect from and after

its passage.

AN ACT

TO AMEND SECTION 160 OF THE CIVIL CODE.

Be it enacted by the Legislative Assembly of Porto Rico: SECTION 1.-Section 160 of the Civil Code is hereby amended so as to hereafter read as follows:

"SECTION 160.-The husband and wife shall have the right to manage and freely dispose of their respective separate estates."

SECTION 2.-All laws, orders and decrees, in conflict with this Act, are hereby repealed.

SECTION 3.-This Act shall take effect upon and after its approval.

AN ACT

TO PROVIDE FOR THE COLLECTION OF INFORMATION AND STATISTICS RELATIVE TO PORTO RICO AND ITS COMMERCE AND PRODUCTS, AND FOR OTHER PURPOSES.

Be it enacted by the Legislative Assembly of Porto Rico:

SECTION 1.-That the Secretary of Porto Rico is hereby authorized to detail a clerk in the office of the Secretary of Porto Rico, whose duty it shall be to secure and preserve, in such convenient form as may be directed, vital statistics in relation to the trade, commerce, public health, and all similar matters of public interest; also to secure such information in relation to crops, agricultural experiments, and the general matters pertaining to agriculture and horticulture in Porto Rico, all of which in

formation shall be carefully preserved in the most convenient form, such records to be a part of the records of the office of the Secretary. That the information and statistics so collected shall be furnished at any time upon inquiry to any head of department or to any citizen of Porto Rico inquiring in relation to any subject covered by the scope hereof, and said clerk shall, under the instructions of the Secretary, secure information in response to inquiries from persons seeking information with a view to location in Porto Rico, or inquiries relative to the matters contemplated herein.

SECTION 2.-That for the purpose of carrying out the provisions of this Act, the sum of eighteen hundred dollars, or so much thereof as may be necessary, is hereby appropriated out of any moneys in the treasury not otherwise appropriated, the same to be used for the payment of the salary of the position hereby created.

SECTION 3.-This Act shall take effect from and after its passage.

AN ACT

FOR THE RELIEF OF MANUEL BELEN PEREZ RIVERA, CEDING HIM CERTAIN LAND IN THE MUNICIPALITY OF UTUADO WHICH HE HAD PREVIOUSLY DEEDED TO THE PEOPLE OF PORTO RICO FOR SCHOOL PURPOSES, AND WHICH IS NOT NOW REQUIRED FOR THE SAME.

Be it enacted by the Legislative Assembly of Porto Rico:

SECTION 1.-That all that piece of land situated in the barrio of Vivi Abajo of the municipality of Utuado, comprising forty-five meters by fifty meters, or one thousand eight hundred square meters, more or less, said tract having frontage on the carretera between Utuado

and Ponce, and being a part of a finca of forty cuerdas, more or less, bounded on the east by property belonging to Don Francisco Vazquez and Concepción Natal, on the north by property belonging to Don José Bustamente, pariente de Don José Eduardo Gonzalez, and on the south by property belonging to Don Nicolás Pallazo, being part of a finca purchased from Doña Eleuteria Rivera Irizarry by deed of purchase dated March 25, 1891, and duly acknowledged before the notary Don Osvaldo Alfonso Fuertes, and recorded with the registrar of property, said land being ceded to the People of Porto Rico by deed of purchase No. 159 from Don Manuel Belen Perez Rivera to the People of Porto Rico, represented by Don Marion A. Ducout acting under authorization of the Acting Governor of Porto Rico, dated Utuado, June 28, 1903, acknowledged before Ramón Nadal Santa Coloma, with residence in Arecibo, Calle Santa Cruz, and duly recorded with the registrar of property at Arecibo on August 1, 1903, and inscribed as finca No. 3745, Folio No. 145, Volume No. 69 for Utuado, be and the same hereby is ceded to Don Manuel Belen Perez Rivera, the same not being required for school purposes, which was a condition imposed by the original deed by which this same piece of land was deeded by Don Manuel Belen Perez Rivera to the People of Porto Rico, for and in consideration of the sum of one dollar, and that the Commissioner of the Interior be and hereby is authorized and directed to execute a deed to Don Manuel Belen Perez Rivera in accordance herewith.

SECTION 2.-That all costs of preparing the deed of transfer and registering the same, and putting Don Manuel Belen Perez Rivera in possession of a good and legal title to the aforesaid property, described in section 1 of this Act, shall be paid from any moneys in the treasury not otherwise appropriated, provided all such bills shall be approved by the Commissioner of the Interior of Porto Rico.

SECTION 3.-This Act shall take effect upon its approval.

AN ACT

FOR THE RELIEF OF PLÁCIDO DE LA PLAZA, LATE CENSUS

ENUMERATOR.

Be it enacted by the Legislative Assembly of Porto Rico:

SECTION 1.-That the sum of twenty-six dollars is hereby appropriated out of any moneys in the treasury not otherwise appropriated, for the payment of the claim of Plácido de la Plaza, for thirteen days' service as enumerator in the census of Porto Rico.

SECTION 2.-This Act shall take effect from and after its passage.

TLED "JOINT RESOLUTION FOR THE TRANSPORTATION
OF PORTO RICAN TEACHERS TO THE UNITED STATES AND

RETURN," AND FOR OTHER PURPOSES.

Be it Resolved by the Executive Council and the House of Delegates of Porto Rico in Legislative Assembly assembled:

That for the purpose of carrying into effect the following Joint Resolution of the Congress of the United States, approved February 12, 1904, and which reads as follows:

"Joint Resolution for the transportation of Porto Rican teachers to the United States and return.
