PREFACE

In this work I have tried to give a systematic account of what Woodrow Wilson has done, and of the principles on which he acts. The latter is really the more important, for information without insight is of little value and indeed may be a disadvantage. Besides recounting events I have therefore endeavored to exhibit them in their bearing upon the public welfare, apart from considerations of party advantage; and also to point out their constitutional significance. These are the things that count in the reckonings of history; these are the things that ought to determine present judg ment; these are the things I have had in mind in writing this biography.
