To the Board of Trustees of the Washington State Reform School: GENTLEMEN-Herewith I respectfully submit to you a report of this institution from its opening, June 10, 1891, to September 30, The three boys who escaped before the school was organized are accounted for as follows: One was killed at Tacoma while boarding a freight train; one is confined in the Oregon reform school at Salem; the other has not been heard from. Of the two boys returned to court as unfit subjects, one was transferred to the penitentiary before the school was organized; the other was discharged from the jail at Walla Walla.
