Mr. Robinson reported, from the committee, that they had laid before the President of the United States the enrolled bill, entitled “An act to make good a deficit in the appropriation of 1807, for completing the public buildings, and for other purposes." A message from the President of the United States, by Mr. Coles, his Secretary: Mr. President: The President of the United States has this day approved and signed "An act authorizing the Secretary of the Treasury to pay to the Comptroller of the Treasury, in trust, the amount of certain bills drawn by John Armstrong, minister from the United States to the court of France, on the Treasury of the United States;" "An act for the relief of George Hunter;" "An act for the relief of Joseph Chase, Jared Gardner, and others;" and "An act to make Plymouth, in North Carolina, a port of entry; to change the name of the district of Nanjemoy to that of St. Mary's; and to make Augusta, in the district of Maine, a port of delivery."

Ordered, That the Secretary notify the House of Representatives accordingly.

The Senate proceeded to consider the resolution of the House of Representatives for the appointment of a joint committee to notify the President of the United States of the intended adjournment.

And it being suggested that the said resolution was incomplete,

Resolved, That the Senate disagree thereto.

On motion,

Resolved, That Messrs. Mitchill and Crawford be a committee on the part of the Senate, with such as the House of Representatives may join, to wait on the President of the United States and notify him that, unless he may have any further communications to make to the two Houses of Congress, they are ready to adjourn.

Ordered, That the Secretary acquaint the House of Representatives therewith and request the appointment of a committee on their part.

A message from the President of the United States, by Mr. Coles, his Secretary: Mr. President: The President of the United States has this day approved and signed "An act in addition to the act, entitled 'An act laying an embargo on all ships and vessels in the ports and harbors of the United States, and the several acts supplementary thereto, and for other purposes."

Ordered, That the Secretary notify the House of Representatives accordingly.

Mr. Robinson reported, from the committee, that they had examined and found duly enrolled the bill, entitled" An act supplemental to An act regulating the grants of lands in the territory of Michigan."

A message from the House of Representatives, by Mr. Magruder, their Clerk: Mr. President: The House of Representatives concur in the resolution of the Senate for the appointment of a joint committee to wait upon the President of the United States and notify him of the intended recess, and have appointed a committee on their part. The Speaker having signed an enrolled bill, I am directed to bring it to the Senate for the signature of their President. And he withdrew.

The President signed the enrolled bill last reported to have been examined, and it was delivered to the committee, to be laid before the President of the United States. Mr. Robinson reported, from the committee, that they had laid before the President of the United States the enrolled bill, entitled "An act supplemental to 'An act regulating the grants of lands in the territory of Michigan."

A message from the House of Representatives, by Mr. Magruder, their Clerk: Mr. President: The President of the United States approved and signed "An act supplemental to ‘An act regulating the grants of lands in the territory of Michigan;” "An act to authorize and empower the President of the United States to change certain lands for other lands more suitable for fortification;" "An act to make good a deficit in the appropriation of 1807, for completing the public buildings, and for other purposes;" "An act making an appropriation to supply a deficiency in an appropriation for the support of government during the present year, and making an appropriation for defraying the expenses incident to the valuation of houses and lands, and the enumeration of slaves, within the United States;" "An act making appropriations for the support of an additional military force for the year 1808;" "An act concerning invalid pensioners;" and "An act to establish certain post roads in the states of Georgia and Ohio." And he withdrew.

Mr. Mitchill, from the committee, reported that they had waited on the President of the United States, who informed them that he had no further communications to make to the two Houses of Congress.

Whereupon,

The President adjourned the Senate until the first Monday in November next.
