LAWS. Congress may, by general laws, prescribe the manner in which the public acts, records, and judicial proceedings of States shall be proved, and the effect thereof. be formed by the junction of two or more States, without the consent of the Legislatures
of the States concerned and of Congress

of two-thirds of the several States, shall call a convention for proposing amendments,
