In accordance with the established practice of Federal, state and territorial governments and pursuant to the direction of the Secretary of Guam, this compilation of the statutes and amendments to the codes passed by the first Guam legislature has been prepared for official publication.

The statutes of the First Guam Legislature, First Special Session, as well as of the First and Second Regular Sessions, are published herein under the seal of the Secretary of Guam. (It should be noted that the First Special Session of the First Guam Legislature was originally designated as the Eleventh Guam Congress. However, Public Law 2 of the First Regular Session re-designated the title as "First Guam Legislature, First Special Session".)

The Guam Legislature has directed the Legislative Counsel to prepare and revise the law of Guam in code form. A new Government Code was adopted by Public Law 88, First Guam Legislature, Second Special Session, and will be available at an early date. The Civil, Penal, Probate and Civil Procedure Codes are being amended and revised and will be ready for use prior to July 1, 1953. Much of the subject matter contained in this volume will be re-published in code form as the new codes are adopted.

Because this volume concerns the work of the first civil government of Guam and is the first volume of its kind ever published for the territory of Guam, several appendices have been added which are not always found in similar publications. These have been selected because of their importance and in view of their general interest and historic value. Included in this category are:

1. Organic Act of Guam as amended;

2. Significant opinions of the Attorney General;

3. Report of the Judicial Council, 1951;

4. Rules of Court of the District Court of Guam;

5. The Final History of the Legislature, showing all measures considered by the First Guam Legislature and the disposition made thereof;

6. Standing Rules of the Legislature.

The general table of contents appearing at the beginning of the volume covers all matters, including the appendices. The entire body of statutes and amendments to the codes have been listed in a separate table of contents and indexed. However, due to the relative brevity of the appendices, these have not been indexed, although a separate table of contents is included for the opinions of the Attorney General.

The illustrations in the volume were included because of its status as an initial publication. They have also been deemed to be of historic value.
