PREFACE TO THE SECOND EDITION.

The approval with which the First Edition of three thousand copies was received is encouraging. In offering the Second Edition, it is felt certain explanations are due the reader. There is omission of legislation which the Labor Commissioner, in his several years of service, found to be dead letter. While some Labor Law, that at present is administered through other departments, is not included, there are exceptions to this general plan. For example, the Bureau of Labor Statistics showed no hesitancy in accepting the Workmen's Compensation Act as a proper part of the work.

The annotations for Part II were prepared through March, 1923. Generally, the text follows as authority, R. C. S., 1911, and the Vernon publications.

In this edition we attempt two improvements over the previous work. Some new material is added to Chapter XXI in Section 198a, and there are submitted some observations on the subject of Labor Law in an introduction.

In addition to the general purpose of this Second Edition, it is hoped that the working people will study especially those parts that did not appear in the First Edition.
