Supplying water from Grassy Island creek to the public in the borough of Winton, and to such persons, partnerships and corporations, residing therein and adjacent thereto, as may desire the same; and to provide, erect and maintain all works, reservoirs, conduits, pipes and other appliances and machinery necessary or proper for raising and introtroducing into said territory a sufficient supply of pure water; and the exercise of all such powers and privileges as are granted to such corporations under the laws of this Commonwealth.
