ACCIDENT STATISTICS. Whenever injury is sustained by any person in the service of the United States connected with a consular office in a civilian capacity, due to an accident in the course of his employment, and the injury is of a nature to prevent such person from performing work for one day or longer, a report of the facts, on Form C. A.-1, should be made by the first mail. Return to duty should be reported on Form C. A.-2. Whenever death results from such an injury, report should be made on Form C. A.-3a (which replaces Forms C. A.-1a and C. A.-3 originally issued). These reports should be transmitted directly to the Department of Commerce and Labor. Circulars, September 23, 1908, and March 10, 1910.

Consular courts.

expenses,

An annual return of consular court fees, fines,
and balances is to be submitted to the Department
of State at the close of each fiscal year on Form
No. 216. Each case should stand by itself, with
all fees and expenditures arranged in regular order.
Vouchers in the form of receipts should be sub-
mitted for all moneys received and disbursed in
connection with cases reported. If there have
been no court cases the fact should be reported.
Specimen return is printed on the circular. No
printed copies of the form are supplied. Circular
of April 27, 1906 (omitted from 1908 Digest).
The number of this form has been changed from No.
205 to No. 216. Return must be made promptly
at the close of the fiscal year by the officer in charge
of the consulate. Circular, August 2, 1909.
Marshal's return, Form No. 137, required by paragraph
649 of the Consular Regulations, must be made regu-
larly at the end of each quarter, whether or not any
cases have been tried or are pending before the con-
sular court. Circular, August 2, 1909.
